Sri Venkateswara Medical College is a Government medical college in Tirupati, Andhra Pradesh, India. The college was established in the year 1960. The College is affiliated to Dr. NTR University of Health Sciences, Vijayawada and recognized by National Medical Commission (NMC) . For centuries, the shrine of Lord Venkateswara (Balaji) at Tirumala in the Chittoor district of Andhra Pradesh has been an important place of pilgrimage and people from all over the world come to seek the Lord's blessings. In the late 1950s, this town had meagre access to modern medical facilities. Hence the government established SVMC to benefit the people with good Medical education and services. The college has an annual intake of 240 MBBS seats and 139 seats in 25 disciplines of postgraduate studies.

There is a huge campus spread over a lush green area with good infrastructure. There are good spacious Classrooms, Lecture halls with a good seating capacity , Demonstration room, Examination Hall and Auditorium. Departmental museums are in place and there are good laboratory facilities. Central Library having all Medical Books Indian & Foreign Journals with separate space to the students & Teaching Staff also a Digital Library. Sports, Games and Recreational facilities are available.

All the candidates who have qualified for All India Quota seats on the basis of their rank in NEET PG /MDS conducted by NBE including candidates from Union Territory of J&K will be eligible. The role of MCC (Medical Counselling Committee) of DGHS is limited to allotment of seats to the participating candidates, as per their merit and choice, which starts only after receiving the list/data/Information of successful candidates from National Board of Examinations (NBE) i.e. the NEET (MDS) examination conducting body

There will be four rounds of Counseling i.e., Round 1 & Round 2, third Round & Stray Vacancy Round and all the rounds will be conducted by MCC. All candidates who have qualified for All India Quota seats on the basis of their rank in NEET MDS conducted by the National Board of Examination (NBE) will be eligible for participation in the counselling process. Eligibility Condition:

  • The candidate should have qualified under NEET-MDS eligibility.

  • For this academic year2024, the internship completion date may be treated as 30th June 2024 as approved by the competent authority, MoHFW

For Delhi University Quota (MAIDS): The candidate must have passed the final M.B.B.S. examination (for MD/MS/Diploma Course) and BDS examination (for MDS Course) from the University of Delhi and must have completed a satisfactory one-year compulsory rotating internship and must submit their internship completion certificate at the time of admission. For the Reservation Policy of 50% Internals seats of AMU, there is no reservation

AMU Internal seats (ZADC, Aligarh) : An Institutional (Internal) candidate has passed the qualifying examination (MBBS/BDS as applicable) from AMU and completes his/her internship as per the dates specified by AMU authorities.

BHU Internal seat (IDS, BHU): Only those Candidates who have passed MBBS/BDS from the Institute of Medical Sciences, BHU as per the internship dates specified by IMS, BHU will be eligible, provided the Candidates have appeared and qualified in the NEET-PG / MDS Examination.

Central Institutes: The Candidates should have completed their MBBS/BDS from I.P. University (VMMC & SJH; ABVIMS & RML; Dr. Baba Saheb Ambedkar Medical College & Hospital, New Delhi; Army College of Medical Sciences, Delhi; North Delhi Municipal Corporation(Medical College) Hindu Rao Hospital) are eligible for Internal seats of 50% in Central Institutes (VMMC & SJH, ABVIMS & RML, ESIC-Basaidarapur)

Step Wise Counseling Process conducted by Medical Counselling Committee (MCC)

The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.

Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. The candidate is now allowed to upgrade seat from second round to 3 rd (mop up) round.It is crucial for candidates to make informed decisions regarding their participation in Round 3 of MCC counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.

To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.

For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Guidelines for NRI Seat Allocation during MCC Counseling

The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.

Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

If a candidate freshly registers in round 3 and is not allotted any seat, he/she is eligible to participate in stray/further rounds.

Fresh registrations and fresh choice filling for Final Stray Vacancy Round. The choices filled during third round will not be considered for allotment in Stray VacancyRound.
Eligibility of Candidates: who are not holding any seat or did not participate in Round- 1 and round 2. (AIQ, State, Deemed) can participate in the Stray Vacancy Round.
Candidates who were fresh allotted seats in round 3 and did not join cannot participate in Stray Vacancy Round.
Data will be shared between Centre and States after Round 3 of states and if any candidate has his/her name in the list provide by State after round 3, then such candidates shall be eliminated from counseling before processing for All-India Stray VacancyRound
For Deemed Universities the Stray Vacancy Round will be conducted by MCC of DGHS, MoHFWas per the directions of the Hon’ble Supreme Court of India vide order dated 12.12.2022 passed in I.A NO. 132614/2022 IN W.P (c) NO. 267/2017 in Dar-us Slam Educational trust and Ors. vs.Medical Council of India & Ors.”
If a candidate is allotted a seat in Stray round, he/she has to report & join the allotted seat/college else he/she shall be debarred from NEET PG /MDS examination for subsequent 1 (one) year along withforfeiture of security deposit.

RESERVATION IN FAVOUR OF THE LOCAL CANDIDATES

Admission to 85% of the seats shall be reserved in favour of the local candidates in relation to the local area as provided in A.P. Educational Institutions (Regulation of Admission) order, 1974 for Non- State-Wide courses as given in Annexure-III of GO (P) No. 646, Edu. (W1) Department, dt.10-7-1979.

STATE-WIDE COURSES: The courses at Govt. Siddhartha Medical College, Vijayawada are State-Widecourses and admission into these Courses shall be regulated as per the provisions in the A.P. Osmania University, (the Kakatiya University)

The part of the State comprising the Districts of Telangana State shall be regarded as local area for the purposes of admission to the Osmania University, (the Kakatiya University) and to any other educational institution (other than a State-wide University or State-wide Educational Institution) which is subject to the control of the State Government and is situated in that part.

Sri Venkateswara University

The part of the State comprising the Districts of Ananthapur, Kadapa, Kurnool ,Chittoor and Nellore shall be regarded as local area for the purposes of admission to Sri Venkateswara University and to any other educational institution (other than a State-wide University or State-wide Educational Institution) which is subject to the control of the State Government and is situated in that part.

LOCAL CANDIDATES:A Candidate for admission shall be regarded as local candidate in relation to a local area.

If he / she studied in an Educational Institution or Educational Institutions in such local area for a period of not less than 4 consecutive academic years ending with the academic year in which he / she appeared or as the case may be first appeared in relevant qualifying examination.
Where during the whole or any part of the 4 consecutive academic years ending with the academic year in which he / she appeared or as the case may be first appeared for the relevant qualifying examination, he /she has not studied in Educational Institutions, if he / she had resided in that local area for a period of not less than 4 years immediately preceding the date of commencement of the relevant qualifying examination in which he/she appeared or as the case may be first appeared
For State Wide Colleges : A candidate who is not regarded as a local candidate under sub-regulation Above in relation to any local area shall

If he/she has studied in educational institutions in the State for a period of not less than 7 consecutive academic years ending with academic year in which he / she appeared or as the case may be first appeared for the relevant qualifying examination be regarded as local candidate in relation to:

  1. Such local area where he/she has studied for the maximum period out of the said period of 7 years.
  2. Where the period of his/her study in two or more local areas are equal, such local area where he/she has last studied in such equal periods

If during the whole or any part of the seven consecutive academic years ending with academic year in which he/she appeared or as the case may be first appeared for relevant qualifying examination, he / she has not studied in the educational institution in any local area, but he / she has resided in the State during the whole of the said period of 7 years be regarded as a local candidate in relation to

  1. Such local area where he/she has resided for the maximum period out of the said period of 7 years. (or)
  2. Where the period of his/her residence in two or more local areas are equal, such local area where he/she has resided last in such equal periods.

  • Candidates who are employed in the State Government Undertakings, Public Sector Corporations, Local Bodies, Universities and other similar quasi-Public institutions within the State
  • Candidates who are spouses of the local candidates as per Regulation - 3.4

RESERVATIONS:

1. Seats of Post Graduate Degree and Diploma Courses are reserved for SC, ST, BC, and BC sub groups as detailed below, which are called vertical reservations.

  • SC Category – 15%
  • ST Category – 06%
  • BC Category – 29% (BC-A-7%, BC-B-10%, BC-C-1%, BC-D-7% & BC-E-4%).

2. Candidates claiming reservations under SC/ST/BC categories shall submit a permanent social status certificate issued by Andhra Pradesh Government as specified in the application form. The social status of SC/ST/BC candidates shall be subject to scrutiny as per G.O.Ms.No.58 SW (J) Dept. Dt 12-5-97.

3. seats of Post Graduate Degree and Diploma Courses as per NMC guidelines shall be reserved for women and differently-abled candidates, which are horizontal reservations for PG (Medical) Courses as detailed below. Women reservation - 33 1/3% Physically Challenged - 5%

RESERVATIONS FOR ECONOMICALLY WEAKER SECTIONS (EWS): The reservation of 10% in favor of Economically Weaker Sections (EWS) in admissions will be implemented only if seats are sanctioned for EWS Quota by Govt. of India / National Medical Council for the academic year .

4. The candidates seeking the benefit of reservation under the PwD category should enclose a valid disability certificate issued within three months prior to presenting / her application. The guidelines of Govt. of India and regulations of the National Medical Council shall be observed in making admissions of persons with disabilities (PwD candidates). The Medical Board constituted by the University will scrutinize/verify the disability certificates as per G.O.MS.No.31 Women development, Child welfare & disabled welfare (DW) department dated 01-12-2009 and candidates claiming reservation under PwD quota for confirmation of eligibility and the decision of Medical Board specially constituted for the purpose is final and binding on the candidates.

SERVICE CANDIDATES: Note: Service rendered up to 31-05-2023 will be considered for considering under Service Candidates.

As per G.O.Ms.No.150, dt.11-12-2021 of HM&FW(C1) Dept., Government of A.P, the following are the rules for implementing reservations in case of In-service candidates:

  • Out of 50% of the seats in State Government quota, 30% of clinical & 50% of non- clinical seats will be exclusively allocated to in service candidates serving in Government Health Institutions in the State of Andhra Pradesh
  • The Penalty of indemnity bond shall be @Rs.15 lakh per year for non-rendering services after completion of PG Medical/Dental course for in-service candidates.
  • In case of an In-service candidate, in the event she/he leaves the course before its completion or the competent authority concludes that the In-service candidate has not shown sufficient progress in the studies or has failed to complete the course in proper time or fails to resume duty even after the expiry of the termination of the period of deputation or at any time within a period of 10 years after the completion of the higher studies, it shall be lawful to the Government to make recovery of the amount (including pay and allowances, stipend, DA, tuition fee etc., along with penalty and applicable interest) spent on higher studies or specialized training from the salary of the candidate

As per G.O Ms.No. 29, dt.22-03-2018 of HM & FW (C1) Dept., Government of AP, the service candidates will be given weightage of marks for determining their Merit position in the State as noted below:

(a) Tribal Area means: Minimum 2 (two) years of regular and continuous service in PHCs / CHCs/ Area Hospitals/ District Hospitals/ Sample Survey cum assessment units/Leprosy temporary hospitalization wards & any Tribal Institute recognized by Government of Andhra Pradesh.

(b) Rural Area means: Minimum 3 (three) years of regular and continuous service in PHCs/CHCs/Area Hospitals/District Hospitals/MCH/Sample Survey cum assessment units/Leprosy Control Units/Leprosy temporary hospitalization wards/Mobile Medical Units & any Rural Institute recognized by Government of Andhra Pradesh.

Minimum 6 (six) years of continuous regular service in AP Medical & Health Services/ APVVP/ AP Insurance Medical Services/University of Health Sciences.

After completion of specialization, the in-service doctors to be available to serve in Government facilities in the same area (Tribal /Rural / Continuous regular service) from where the reservation was sought, to a minimum of six (6) years, subject tothe availability of vacancies in respective specialties, through a bond.

Application, Registration and Processing Fee:

1. OC & BC Candidates – ₹.7,080/- (6,000/- + 1,080/- GST 18%) (Registration fee ₹. 3,500/- + 630/- GST 18% & Processing fee ₹.2,500/- + 450/- GST 18%).

2. SC & ST Candidates – ₹.5,900/- (5,000/- + 900/- GST 18% (Registration fee ₹. 3,000/- + 540/- GST 18% & Processing fee ₹.2,000/- + 360 /- GST 18%).

Verification Fee: In addition to the above said Registration & Processing fee:

  1. The candidates who acquired their MBBS Degree outside the AP/TS State shall pay Rs.3,540/- (i.e., Rs.3,000/- + 540/- GST 18%)
  2. The candidates who acquired their MBBS Degree in Abroad/Foreign Country shall pay Rs.8,260/-(i.e., Rs.7,000/- + 1,260/- GST 18%)
