The MCC (Medical Counselling Committee)/DGHS conducts Counseling for allotment of Post Graduate (MD/MS/Diploma and MDS) seats to the NEETPG/MDS eligible and qualified candidates in participating Government Medical/Dental Colleges of the country under 50% All India Quota and 100% Central & Deemed University quota every year. All the candidates who have qualified for All India Quota seats on the basis of their rank in NEET PG /MDS conducted by NBE including candidates from Union Territory of J&K will be eligible. The role of MCC (Medical Counselling Committee) of DGHS is limited to allotment of seats to the participating candidates, as per their merit and choice, which starts only after receiving the list/data/Information of successful candidates from National Board of Examinations (NBE) i.e. the NEET (MDS) examination conducting body
There will be four rounds of AIQ counseling i.e. Round 1, Round 2, AIQ Mop-up Rounds and AIQ Stray Vacancy Round (SLA(C) No. 10487 of 2021 before the Hon’ble Supreme Court of India). All candidates who have qualified for All India Quota seats on the basis of their rank in NEET MDS conducted by the National Board of Examination (NBE) will be eligible for participation in the counselling process. The candidate must possess MBBS/BDS (as the case may be) degree from the University of Jammu/ University of Kashmir or an equivalent degree recognized by University of Jammu/University of Kashmir and Medical Council of India/Dental Council of India and also registered with Medical/Dental Council (as the case may be).The MCI/DCI/SMC/SDC registration is mandatory for NEET-PG/ MDS 2022 qualifying candidates. The candidate must have completed, by or before 31-07-2023, satisfactorily one year preregistration compulsory rotator internship in a duly recognized institution as laid down by the University of Jammu/University of Kashmir for registration as a Medical/Dental graduate. As cut-off date of having completed internship has already been mentioned by NBE while inviting applications for online test, BOPEE is, therefore, not competent to alter this date and take it beyond 31-07-2023; |

STEPS FOR COUNSELLING PROCESS
The Jammu and Kashmir Board of Professional Entrance Examinations (JKBOPEE), J&K is conducting three rounds of Counselling for NEET MDS
ROUND -1
A candidate, to whom a seat has been allotted in 1str ound,whostakes a claim for betterment of his/her choice, must initially accept allotment and join College by completing necessary formalities as set out by Rules, failing which such a candidate(s) will not be eligible to participate in second round of counselling, but may be allowed subsequently to compete against such category seats which may remain vacant and the Board may decide to fill the same from OM category candidates. |
ROUND -2 ( online counselling/physical )
UPGRADATION/ALLOTMENT ROUND(2ND ROUND OF COUNSELLING)
The following procedure shall be followed in case it is decided by the Board to conduct upgradation/allotment(second round) through online counselling:- |

Note:- (i)The candidates who join the college on the basis of first round of counselling and wish to participate in the second round of counselling should, therefore, take a very conscious decision for participation in the second round, as unnecessary participation in the process only causes delay in completion of the process. MOP UP ROUND or SUBSEQUENT ROUND OF COUNSELLING: (physical )
NOTE :-The candidates, who did not join the college on allotment of a seat after first round of counselling or on upgradation of seat and or allotment of seat during second round shall not be eligible to participate in the subsequent round of counselling.
