Admission Process

The Director of Medical Education(DME), Government of Kerala conducts Post Graduate courses in Dental Surgery (MDS-Master of Dental Surgery) in eight different specialties, in the Government Dental Colleges at Thiruvananthapuram, Kozhikode and nine specialties at Government Dental College, Kottayam. Government also allots seats in the Self Financing Dental Colleges in the State, duly approved by DCI and KUHS. There will be three phases of online counseling ie; Phase1, Phase 2, Mop up round and Stray Vacancy Filling Phase

Eligibility for Admission:

a) Academic Qualification:
The candidate/applicant must be an Indian National / Person of Indian Origin.
Possessing a BDS degree from an approved Dental College and duly awarded by any one of the Universities in Kerala or duly recognized by the Government of India as equivalent thereto under the Indian Dentists Act, 1948 and who has : Obtained registration from the Kerala State Dental Council after passing the final BDS examination or its equivalent there to with eligibility for full Registration in Kerala State Dental Council in all respects, and has, Completed one year (12 months) Compulsory Rotating Internship (before 31-07) in an approved/recognized Dental College only shall be eligible

Note:

  1. Admission to the candidate will be given only on the production of the Registration of Kerala State Dental Council in original, and in the case of those already registered, on producing an up to date, annual valid renewal certificate of the Registration in the Kerala State Dental Council.
  2. The condition of one year Compulsory Rotating Internship is not applicable to those candidates who had passed their final BDS Examination on or before 1988 and hold a BDS Degree from a Dental College duly recognized by the Dental Council of India and have obtained provisional or permanent registration from the Kerala State Dental Council.
  3. The cut off dates for the recognition of the Dental Colleges, from where the candidates have passed their BDS Degree Course and completed compulsory rotating Internship for the year 2021 will be 31st October 2021. The Colleges recognized after this date will not be considered.
  4. Candidates who are already pursuing an MDS Course in Kerala State in any University or in another University outside the State are not eligible for admission unless/ till they complete the course duration of the MDS course which is 3 years /36 calendar months.
b) Nativity:-Applicants should satisfied any of the following conditions
Indian Citizens of Kerala Origin.
Persons of Indian Origin (PIO)/ Overseas Citizens of India (OCI) will be considered only for the NRI seats as per Gazette of India dated 4/3/2021. They will not be eligible for the general merit seats or any type of reservation other than NRI quota.
Candidates who are sons/daughters of Non- Keralite parents, who have obtained BDS degree from any of the Dental Colleges in the State of Kerala. But they will not be eligible for Communal/Special/PD reservation benefits.
c) Age
There is no upper age limit for General Quota candidates.
d) Qualifying Criteria
All candidates including service candidates seeking admission to post graduate Dental Courses in the State of Kerala for the academic year shall have to qualify the National eligibility cum Entrance test for Post Graduate Dental Courses (NEET MDS) conducted by the National Board of Examination, New Delhi and should figure in the rank list prepared by the Commissioner for Entrance Examinations.

How to apply:

A qualified candidate in NEET MDS-2022 seeking admission to the courses should apply online through the website www.cee.kerala.gov.in of the Commissioner for Entrance Examinations. Application fee for General and Service Quota candidates is Rs.1000/-(Rupees Thousand only) and in the case of SC/ST candidates and those eligible for SC/ST benefits as per G.O (Ms) No.25/05/SCSTDD dated 20.06.2005 is Rs.500/-(Rupees Five Hundred only)/-. The Service candidates shall remit separate fee (other than that remitted for applying for Service quota seats) if he/she is applying for the seats other than Service quota seats. Application fee remitted by candidates will not be refunded / reimbursed under any circumstances. The application forms and the prospectus will not be available from the Dental Colleges or from the office of the Commissioner for Entrance Examinations.

Kerala PG Medical Reservation Policy

Candidates belonging to the reserved category is granted with reservation on seats in both degree and diploma courses. Before applying, check reservation policy for all the candidates. The remaining seats constitute the General Merit Quota

The reservation of 5% seats for Persons with Disabilities (PD) is realized as PD subcategories of the main categories proportional to the seat shares of the respective main categories.

EZ, BH, MU, LA, BX and KU (the categories under SEBC) reservation is restricted to candidates not belonging to the Creamy Layer of the respective communities.

Step wise procedure for applying online; There are 5 steps for the online submission of application and all the steps are mandatory. Candidates should complete all steps and the candidates are advised to keep the printout of the acknowledgement page application for future reference. For the online submission of application, candidate has to visit the website www.cee.kerala.gov.in where he/she can find the link “PG Dental- Online Application”.

Step 1: Registration- This is a one-time process. Candidate should provide NEET Roll Number, NEET Application ID and Date of birth for entering the registration page. Date of birth must be same as that of NEET registration page. Candidates will be prompted to enter mobile number and create a password and as outcome of the registration process a system generated unique Application Number will be displayed which the candidate has to note down and use for the rest of the application submission process as well as the allotment process. The requirements of a strong password .
Step 2: Fill Application -All the basic information required for processing your application are to be filled in at this step. Before filling the details, please read the Prospectus carefully .In the last stage of ‘Fill Application’ step, press ‘Save and Preview’ button that will redirected you to Preview of Application Form’ to view the filled application form completely. If found any mistake and require any changes, back again to fill application section and make necessary change. If information shown in preview page are correct, candidates need to accept declaration and press ‘Save & Finalise’ to complete fill application steps.

Step 3: Pay Application Fee

Two payment methods are available for remitting the application fee

• Online Payment

• e-Challan

Step 4: Upload Certificates / Documents

  • The uploaded document should be in PDF format.
  • • Make sure the Upload Certificates are original and in colour.
  • • The file size must be between 10 KB and 300 KB.
  • • The document should be clear enough to read.
  • The uploaded documents will be verified with the original documents by the admitting authority and the documents will be accepted only after this verification.
  • It is the responsibility of the candidate to ensure the correctness and clarity of the documents uploaded.
  • Uploading of any false or bogus documents may lead to disqualification of the candidacy.
  • On a plain white sheet, the candidate should put his/her signature with black/blue ink. Scanned image of Signature must be clear.
  • Scan this signature and crop around the signature. Do not scan the full sheet. Scanned image file should be in jpg format. (jpeg)
  • File size should be below 10 KB and 100kb

Step 5: Print Acknowledgement page: After completing the uploading of all necessary certificates/documents, take a printout of the Acknowledgement page by clicking on the link ‘Print Acknowledgement page ’. Candidates are advised to keep the printout of the Acknowledgement page for future reference.

For In-Service Candidates: - The print out of the Acknowledgement page (including printout of uploaded documents) along with the following documents should be forwarded to the Head of the concerned Department

1.Declaration (in original) to the effect that she/he has not undergone PG Dental Course under Service candidates.

2.Service details, in Original from the Accountant General.

3.Details of Service from the Head of the Department in Original in the format prescribed.

4.Date of Birth (Self attested Proof)

For Candidates applying under NRI

For NRI quota seats: An applicant, who depends upon his/her Father/Mother/Brothers and Sisters (inclusive of first cousins)/Husband/Wife/Brothers and Sisters (inclusive of first cousins) of Father or Mother/Half Brother/Half Sister/Adopted Father or Adopted Mother working abroad is eligible to apply under NRI quota.(As per the G.O (MS) No.243/2014/ H&FWD dated 06.08.2014).

ThefollowingdocumentsshallbeuploadedforNRIQuotareservation:

  1. Passport copy and Visa / Green Card/Overseas Citizen of India (OCI) documents of theirrespective sponsors.The job of the sponsor should be mentioned in any of the abovedocuments
  2. ThevisaoftheSponsor shouldbevalidtilltheclosingdateofadmission
  3. In case, the employment of the sponsor is not mentioned in the above documents, the candidate has to produce the Employment Certificate of the Sponsor attested by the Embassy/Consulate authorities.
  4. The candidate shall produce the sworn affidavit from the Sponsor in a stamp paper worth Rs. 200/-. The same shall also be notarized by the Notary Public, disclosing that the student is dependent on the sponsor and all expenses i.e. tuition fee and special fee, of the candidate for the entire course period will be borne by the Sponsor.
  5. The Certificates clearly establishing the relationship of the sponsor with the candidateshall be obtained from the Revenue authorities as per theG.O (MS) No. 243/14/H&FWDdated06.08.2014.

NOTE:- Relationship should clearly be established. In case relationship is mentioned as Niece/Cousin/Uncle/Aunt only in the space provided for in the certificate, the Village Officer should give an explanation of the relation in the certificate itself. Niece/Cousin/Uncle/Aunt should be explained with a clear relationship. The relationship link should be clearly explained. Certificates showing mere Niece/Cousin/Uncle/Aunt without establishing a clear relationship link will be rejected. Candidates shall verify the certificate properly before submitting online .

However the relationship between the candidate and his/her father/mother which are recorded in the educational certificates maintained in the usual course of transaction by the competent authorities shall be accepted..

Phases of online counseling:-

There will be three phases of online counseling ie; Phase1, Phase 2 and Mop up round. There will be three phases of online counseling ie; Phase1, Phase 2 and Mop up round.

Phase 1
Eligible candidates, who are included in the State rank list (Kerala Merit list and Service Quota rank list) prepared by the CEE can register fresh options during the first phase counseling, based on which and based on rank and category, allotment will be published. A Security deposit of Rs.10,000 will have to be paid at the time of option registration. For SC/ST/OE and other candidates who are eligible for fee concession, Rs.5000/- will have to be paid as Security deposit.
Phase 2
In the second phase counseling, there is no facility for fresh option registration for the candidates. Only option confirmation /deletion/re- arrangement of the existing options in Phase 2 is possible. Option confirmation is compulsory to participate in Phase 2. Option registration will be available only if any new course is added to the list at this stage. If a candidate is allotted a seat in the first round and joined the allotted seat, his/her higher options will be retained and all those options listed below the allotted option will automatically be deleted thus enabling only upgradation/retention in the same seat. If a candidate joined in a seat in Phase 1 does not give confirmation of option in the Phase 2 he will not be considered for upgradation in Phase 2, but the seat joined in Phase 1 will be retained. So if a candidate joined in Phase 1 does not want upgradation in Phase 2, he/she may not confirm options or delete all options registered.
Mop-up round of counseling

After the first two rounds of counseling, Mop up counseling will start, which also offers fresh option registration to candidates. The net vacant seats due to Un-allotted/ Non joining of Round 2 will be published. Candidates shall register options to any seats they wish to join if allotted irrespective of the vacancy status notified as any vacancy that may arise during the counselling will be filled based on these options. As applicable category conversions of seats will take place in the mop-up allotment, while registering options for the mop-up allotment candidates are advised to take into account those probable vacancies too that may arise due to the applicable category conversion rules. The options registered in this Mop-up phase will be considered for Stray vacancy seat filling also.

Penalty Conditions in Mop-up Phase:

From the Mop up phase onwards, restriction has been implemented to candidates in order to avoid lapsing of seats and holding of AIQ seats and State quota seats thus blocking seats. Hence candidates are advised to exercise due diligence in exercising their options and do not file unwanted options to seats in which they do not wish to pursue studies. As a measure to prevent this, a separate Registration fee will be implemented to all candidates, who register fresh options in Mop up Phase.

Registration fee amounting to the annual tuition fee of the seat opted, if opted only for Government seat or an amount of Rs.1,00,000 (Rupees One lakhs only) if opted also for a seat in Private Self financing Medical College may be set as registration fee. For SC/ST/OE and other candidates who are eligible for fee concession, the registration fee for Govt. /Pvt.medical college seats will be half of the above amounts respectively.

The registration fee paid for Mop-up allotment will be adjusted in the fee of the course, if the candidate gets an allotment or else will be refunded after the end of counselling.

The registration fee paid for Mop-up phase of those candidates who do not join the seat allotted in Mop-up or stray vacancy filling allotment will be treated as penalty and will not be refunded.

Stray Vacancy Filling Phase: After the Mop up allotment, if any vacancies exist or arise, those vacancies shall be filled through Stray vacancy allotment. This may be conducted in online or offline mode and will be decided upon by the CEE at the time. For the Stray vacancy allotment, the options registered by the candidates during the Mop up round will be considered

Note:

  1. If vacancies exist even after an initial stray vacancy allotment and if there is sufficient time before the cut-off date for admissions prescribed by Dental Council of India, additional stray vacancy allotments may be conducted and finally list of eligible candidates shall be forwarded to the Colleges where vacancies exist and the allotment shall be done at the College level based on guidelines issued by CEE at the time.
  2. The various lists of candidates for the college level stray vacancy filling after the mop-up allotment will be prepared based on the options registered for the mop-up allotment process. So, candidates who intend to participate in the institution level stray vacancy filling should participate in the mop-up allotment also by registering fresh options for the mop-up allotment.
