Sriram Chandra Bhanja Dental College and Hospital SCB Dental College and Hospital is the only Government college of the state. It was started as a Dental wing of S. C. B. Medical college which has been upgraded to a full-fledged Dental college at present. It is one of the pioneer institute in eastern part of India in Dental teaching, training, research and patient care. SCB Dental College affiliated to UTKAL University & recognised by DCI.There is no separate Hostel for BDS and MDS students of SCB Dental College. Students are accommodated in the hostel facility existing for the MBBS/MD/MS students of SCB Medical College.

The MCC (Medical Counselling Committee)/DGHS conducts Counseling for allotment of Post Graduate (MD/MS/Diploma and MDS) seats to the NEETPG/MDS eligible and qualified candidates in participating Government Medical/Dental Colleges of the country under 50% All India Quota and 100% Central & Deemed University quota every year. All the candidates who have qualified for All India Quota seats on the basis of their rank in NEET PG /MDS conducted by NBE including candidates from Union Territory of J&K will be eligible. The role of MCC (Medical Counselling Committee) of DGHS is limited to allotment of seats to the participating candidates, as per their merit and choice, which starts only after receiving the list/data/Information of successful candidates from National Board of Examinations (NBE) i.e. the NEET (MDS) examination conducting body

There will be four rounds of AIQ counseling i.e. Round 1, Round 2, AIQ Mop-up Rounds and AIQ Stray Vacancy Round (SLA(C) No. 10487 of 2021 before the Hon’ble Supreme Court of India). All candidates who have qualified for All India Quota seats on the basis of their rank in NEET MDS conducted by the National Board of Examination (NBE) will be eligible for participation in the counselling process. Step Wise Counseling Process conducted by MCC

There are multiple rounds of counselling i.e. Round 1, Round 2, Round 3 & Stray Vacancy Round. ALL four rounds of AIQ, Deemed University, Central University/Institutes, DNB, are conducted by MCC through ONLINE ONLY i.e., Round 1, Round 2 , Round 3, and Stray Vacancy round. In the YEAR 2022–23 (Round 3) was called the Mop-Up round, where there was no sliding (upgradation) from the 2nd round to the mop-up round, but in 2023–2024, there was an upgradation from ROUND 2 to Round 3. In 2023-2024 Stray Vacancy Round was ONLINE, but in 2022-23 Stray Vacancy Round is conducted physically by the Deemed Universities for which the list of registered & eligible Candidates is forwarded by MCC to the respective Deemed Universities. The allotment shall only be in terms of merit. As per the directions issued by Hon’ble Supreme Court of India in SLA(C) No. 10487 of 2021, the AIQ scheme has been modified and 04 rounds of AIQ counselling will be conducted by MCC of DGHS, MoHFW. Hence, 3rd round (earlier mop-up round) and fourth round i.e. stray vacancy round will be conducted in AIQ from 2021-22 onwards.

  1. “Satisfied with the allotted seat and candidate is willing to report to the allotted college, not interested in further allotment of seats in any subsequent round for any discipline”.
  2. The candidate is satisfied with the allotted seat but wishes to participate in the next round. Such candidates should pay the prescribed fees
  3. The candidate is not satisfied with the present allotment and wishes to participate in the next round of counselling. The previously allotted seat is forfeited and offered to the next eligible candidate
  4. Not satisfied with MCC allotted seat and candidate has got seat elsewhere, so candidate is quitting and not to be considered for allotment of seats in any of the further rounds

2nd Round :- (AIQ, Deemed University, Central University/Institutes, DNB)

3% for Ex-Servicemen (Ex-S) category. The subjects in which seats are increased under EWS quota shall be available to EWS candidates only. Such EWS seats if remain unfilled shall be filled by General category students.

Eligibility Criteria Of Candidates:-

At the time of application the candidate must have passed B.D.S. degree examination from an institution recognized by Dental Council of India fulfilling all criteria laid down by Dental Council of India as eligibility / qualifying criteria and has obtained registration either from the Dental Council of India or any of the State Dental Council after passing the final B.D.S. Examination and have already completed / completing one year (12 months) Compulsory Rotating Internship in a recognized Dental College by 31st March, of current year and must be
A permanent resident of Odisha and required to furnish a certificate of permanent residence of Odisha from a Revenue Officer not below the rank of Tahasildar of the area concerned

The Son/Daughter/Spouse of any one of the following category

  1. Employees of Government of Odisha
  2. All India Services belonging to Odisha Cadre serving within or outside Odisha
  3. Public Sector undertaking of either State of Odisha or Govt. of India located in Odisha
  4. Ex-servicemen personnel who is a permanent resident of Odisha (shall produce the relevant Certificate from Rajya Sainik Board)
Candidates who have completed PG (Dental) Course or studying PG (Dental) in any subject shall not be eligible to apply for PG (Dental) Course.

Procedure For Online Registration And Submission Of Application (Or As May Be Notified By Convener In Exigency :-

The counseling of merit listed candidates shall be done online or manually as may be decided by the Chairman/Convener depending on the number of applicants. The standard online procedure shall be as follows:

All the merit listed candidates who wish to participate in counseling procedure for admission must register in due time in the website of DMET i.e. www.dmetodisha.gov.in in appropriate admission sections. Registration means creating own username and password for logging in to the online counseling site. Without registration the candidate cannot proceed to next step of online application. The user name and password must not be shared with others.
After log-in to the site the candidate has to fill up the online application form and submit by clicking the “submit” button. A printout of the online application form must be taken.
The candidate has to attend the document verification session and get his/her online application authenticated. In case of emergency any authorized person on behalf of the candidate can attend on production of authorization letter of candidate. The candidate has to submit the counseling/application fees of Rs.2,500/-, online through SBI Collect and self attested copies of documents along with originals. The counseling/application fee is not refundable. Only on successful verification of documents the candidate becomes eligible and name will appear in the merit list. The names of candidates who fail to attend document verification on scheduled dates will not appear in the merit list and cannot participate in choice lock and subsequent process of counseling and admission.
Then the candidate has to submit his/her choice of course and college in order of preference as per schedule, in the online site and lock the choice.
College and course will be allotted on merit basis. The candidate can download the allotment cum admission letter and personally appear before the Convener on the notified date, time and venue along with required admission fees for provisional admission. The mode of deposit of admission fees will be notified by Convener. The candidate has to deposit the original College Leaving Certificate and will be issued a provisional admission letter.
The candidate must report before the authority of the institution allotted with in stipulated date as notified and submit a copy of the provisional admission letter for completion of admission process at institutional level.
In case the candidate resign after admission, before the counseling for the academic session is complete shall get back 90% of admission fees deposited and 10% shall be retained as processing fees. If the candidate resign after counseling process is over, for which a seat lapse, no fees will be refunded and action as mentioned here in after shall be taken against him/her.
If at the end of counseling vacancy still exists due to any reason the convener may notify a spot counseling. Physical presence of the candidate is a must for participating the spot counseling.

Allotment Of Seats:

Allotment will be made strictly on the basis of merit list of state prepared by Convener and as per the choice of subject & college locked by the candidate. Allotted candidates shall be provisionally admitted in the Convener’s office by depositing the allotment letter, Bond, CLC and required fees.
