The Stanley Medical College, Chennai, is a Government College with hospitals which are as old as 200 years and is one of the oldest centers in India in the field of medical education. The seed for this institution was sown as early as 1740 when the East India Company first created the medical department. The renowned Stanley Hospital now stands on the old site of the Monegar choultry established in 1780. The medical college was formally established on July 2, 1938 which started with 72 students, and then from 1963, 150 students were admitted each year and currently the college has an annual intake of 250 MBBS seats, 191 seats in 20 disciplines of Post-Graduate studies and 50 seats in 12 Super-Specialization studies.
The Medical college is affiliated to The Tamilnadu Dr. MGR Medical University, Chennai and recognized by National Medical Commission (NMC). The Stanley Medical College is ranked 11th in the India Today & Nielson 2013 survey and was the first medical college in Tamil Nadu to receive 250 seats in MBBS in 2013-14. The medical college and the hospital include a Centre of Excellence for Hand and Reconstructive Microsurgery and a separate cadaver maintenance unit, the first in the country. By legacy, the hospital's anatomy department receives corpses for scientific study from the Monegar Choultry from which the hospital historically descended. It has the credit of giving some very notable alumni's to the World who have excelled profoundly. Project GREENHANDS was started in the year 2007 in association with Isha foundation to grow new trees with the objective of making the city green. More than 1,25,000 trees have been distributed throughout the state through this project.
The medical college is located in a spacious green covered campus spread over 51 acres. There are 5 huge modern lecture halls other than the individual Departmental Lecture halls with very good ventilation and lighting and with comfortable seating arrangements for students. In addition, there are Demonstration rooms, Examination rooms, Common rooms and seminar halls. Departmental museums and Skill labs. Advanced and fully-equipped laboratories continually focuses on teaching, clinical practice, and research. Excellent hostel facilities with well furnished rooms, with separate boys and girls hostel(UG, PG, SS and Interns) blocks are available on the campus. A central mess with good dining facilities is attached to the hostel. Sports and Recreational corner for UG and PG students which includes Indoor and outdoor stadiums. Well-structured Library spread in over a large area with a huge collection of Books of over 40,000+ and around 100 Journals including Indian and Foreign Journals and 18,200+ back volumes. There are separate reading rooms and E-Library facility. Stanley Medical Journal is an official publication of the colleges. It was launched in September 2014 and is a quarterly online publication. The Medical college has Pre-Clinical, Para-Clinical, Clinical and Super-Specialization departments.

The College is associated with the Government Stanley Hospital which has 1580 beds for in-patient treatment. The hospital has an out-patient attendance of around 5000 patients per day. A unique feature is its 8-story surgical complex equipped to perform up to 40 surgeries simultaneously, a modern 7 story medicine complex and a separate pediatrics block with all specialties under one roof. RSRM hospital is also attached for obstetrics and Gynecology care. The three well known departments of the Stanley Medical Hospitals are Surgical Gastroenterology, Urology and the Institute of Hand Rehabilitation and Plastic Surgery. The Institute for Research and Rehabilitation of Hand and the Department of Plastic Surgery (IRRH & DPS) is one of the best centers in Southeast Asia.
An ICMR Stem Cell and Diagnostic Laboratory ensures a zero infection rate that is critical for a transplant programme and is involved in ongoing research on liver progression cells as a therapeutic option in end stage liver disease. With a medical infrastructure as good as a five-star hospital Stanley has been drawing the middle class people who prefer to pay Rs.5000 for a hepatectomy. Today most of the old buildings have been replaced by newer structures in order to cater to the needs of larger patient population. A rare surviving bit of heritage in a forgotten corner is an obelisk with the Aesculapius insignia raised in Maj. E.W.C. Bradfield's time to remember 12 doctors who sacrificed their lives in the Great War. The MCC (Medical Counselling Committee)/DGHS conducts Counseling for allotment of Post Graduate (MD/MS/Diploma and MDS) seats to the NEETPG/MDS eligible and qualified candidates in participating Government Medical/Dental Colleges of the country under 50% All India Quota and 100% Central & Deemed University quota every year. ELIGIBILITY CRITERIA:
Candidates should be Citizens of India and should have undergone MBBS course including the entire Compulsory Rotatory Medical Internship(CRMI) period in the State of Tamil Nadu. |
Candidates seeking admission in Post Graduate Degree / Diploma Courses, they have to qualify the National Eligibility cum Entrance Test-NEET PG2023 conducted by the National Board of Examination. The eligibility criteria prescribed by the Director General of Health Services, Government of India, New Delhi, in accordance with Post Graduate Medical Education Regulations (as per latest amendment) notified by Board of Governors, In supersession of the Medical Council of India with prior approval of Ministry of Health and Family Welfare, Government of India, New Delhi shall be taken into account for admission to Post Graduate Degree/Diploma courses for the academic year2023-2024. |

COUNSELLING PROCEDURES
There are four rounds of counseling i.e., Round -1 Round -2, Mop-up and Stray round. |
If a seat is allotted in this counselling according to their choices, Mutual transfer/ Individual request for transfer of college will not be permitted under any circumstance they should join in the respective colleges. Candidates should be vigilant while choice filling. |
Admission to PG Degree / Diploma courses, shall be made through ONLINE COUNSELLING on the basis of rank by applying the rule of reservation. |
A Candidate who has not registered and not choice locked in the 1st round of ONLINE COUNSELLING will be permitted to attend the subsequent rounds of ONLINE COUNSELING. |
A candidate who has taken a seat and not joined /resigned the course within the stipulated time in the first round online counseling, he/she is eligible to attend the second rounds of ONLINECOUNSELLING. |
Re-allotment is permitted during the second round of counselling only based on Rank and Rule of Reservation . |

METHOD OF SELECTION AND ADMISSION
Seats in Government Medical Colleges University: Out of the seats sanctioned for Post Graduate Diploma/Degree Courses 50% of the total recognized / permitted seats are offered to AllI ndia Quota for allotment by the Director General of Health Services, New Delhi. The remaining 50% of the seats will be allotted under State Quota during counselling by the state |
Seats in Self-Financing Medical Colleges: Seat sharing with Self-Financing Minority and Non- Minority Medical Colleges will be as per State Policy and NMC Post Graduate Medical Education Regulation, 2000 and applicable Court Orders. |
Out of 50% of the seats in State Government quota, 50% of the seats will be exclusively allocated to in-service candidates serving in Government health institutions in the State of Tamil Nadu and remaining 50% of seats will be allocated to Open category which will be open to both service and non-service candidates. The seats in above categories will be filled up based on the marks already defined or such criteria to be defined by the Government from time to time as per the decision of the Committee headed by Hon’bleThiru. 50% of the seats in Post Graduate Diploma Courses shall be reserved for Medical Officers in the Government service, who has served for at least three years in remote, and/or difficult or rural areas of Tamil Nadu. After acquiring the PG Diploma, the Medical Officers shall serve for two more years in remote, rural and/or difficult areas as defined by the State Government/Competent authority from time to time. |

FIRST ROUND OF COUNSELLING: |
All candidates Participating by ONLINE COUNSELLING for PG Degree / Diploma Courses will have to remit a non-refundable amount of ₹ 1000/- through online as registration fee and the fee should be remitted online by logging on web portal of our official website. |
The candidates allotted during first round of the online counseling should download their provisional allotment order and join the course in the concerned Medical College on or before the date and time stipulated with relevant documents. (As mentioned in Clause 22). |
SECOND ROUND OF COUNSELLING : |
Second round of online counseling will be conducted for the vacancies arising due to not joined/not allotted seats and / or newly sanctioned seats arising after the first round counseling. The vacancies will be filled as per rank and communal reservation |

Virtual Vacancies- Any Candidate who has been allotted a seat in Round 1 and has opted for up-gradation in Round 2, that allotted seat of Round 1 will be shown as virtual vacancy in Round2,any Candidates can fill the said seat (virtual seat) during the choice filling in Round 2. However, such seat will be allotted in Round 2 only, if the allotted candidate of Round 1 vacates that seat. Thus, that virtual vacancy becomes real vacancy, it is open to all in the order of merit. |
MOP-UP ROUND |
After completion of second round of ONLINE COUNSELLING, the remaining vacancies will be filled up with the candidates from the Rank list by MOPUP ONLINE COUNSELLING. |
If the candidate is allotted any seat from his /her locked choices in first and second rounds and has joined, then the candidate is not eligible for the Mop-up counseling and subsequent rounds of counseling (as per the Gazette Notification No.MCI-18(1)/2018- Med./100818, Dated05/08/2018 and the orders of the Supreme Court of India in W.P.(C)No. 174/2022,dated:31.03.2022). From the Mop up phase onwards, restriction has been implemented to candidates in order to avoid lapsing of seats and holding of AIQ seats and State quota seats thus blocking seats. A candidate allotted a seat in Mop-up round in State counseling shall be ineligible to participate in any further counseling. Hence candidates are advised to exercise due diligence in their options and do not file unwanted options to seats in which they do not wish to pursue studies. |

Non Service Candidates The candidates who have joined in Government Medical colleges are provided stipend during the study period and hence are mandatorily obligated to serve the Government of TN for a period of 2years within the period of 3 years from the date of completion of PG course. On completion of the bond period, the bond signed by the candidate shall be considered as infructuous. | |
Non-service candidates including candidates selected through 50% All India Quota who completes the following scarce specialties will have to work for a period of 2 years within the period of 3 years after completing the course, if the Government requires their services. They will be given salary on par with the salary of new recruits in the Tamil Nadu Medical Service. They should also furnish an undertaking to this effect at the time of joining the course. | |
Non-Service candidates including candidates selected through 50% All India Quota shall execute a bond with three sureties for a sum of ₹20,00,000/- (Rupees Twenty Lakh only) on admission to Post Graduate Diploma courses 2023-2024 session and ₹40,00,000/- (Rupees Forty Lakh only) on admission to Post Graduate Degree courses 2023-2024 session with an undertaking that they shall serve the Government of Tamil Nadu for a period of not less than two years, if the Government requires their services. During the above period, they will be paid salary on par with the fresh recruits of the Tamil Nadu Medical Services. | |
The Security bonds are governed by Clause I under exemption under Article 57 of Schedule – I of the Indian Stamp Act of 1879 (Central Act II of 1879). Hence the Security Bonds executed need not be stamped. |
