The Government Vellore Medical College, Vellore, was established in the Year 2005. The Medical college is affiliated to The Tamilnadu Dr. MGR Medical University, Chennai and recognized by National Medical Commission (NMC). It has an annual intake of 100 seats in MBBS and 38 seats in 6 disciplines of Post-Graduate studies. GVMC has been listed in top ten emerging medical colleges in India, by a survey conducted by India Today. GVMC is ranked 6 among top ten colleges.

VMC is spread across over 33.95 acres and It has very good infrastructure with spacious classrooms, Modern Lecture halls, Examination rooms, Demonstration rooms, Seminar halls. There are Departmental museums and well-equipped Laboratories. There is a huge Auditorium located in the campus. There are separate hostel facilities for Boys and Girls and Indoor and Outdoor Games and Sports facilities. The college has 1144 sqmts of library with an excellent collection of medical books of over 9142+ and 211 Indian journals & 162 Foreign Journals, back volumes, Atlases, Dictionaries, Directories, Encyclopaedias, Technical Reports. There are separate Reading rooms and the E- library has good Internet facility. The college has pre-clinical, para-clinical and clinical disciplines.

The Attached Hospital

VMC is attached to the Vellore Government Hospital which is around 1000 bedded hospital. It is a tertiary care hospital with 24X7 emergency and trauma care facility, Eye bank and blood bank facilities are available. There are very good clinical and diagnostic facilities in the Hospital. Special investigative facilities available in the hospital are magnetic resonance imaging, X-ray computed tomography, echocardiography, and cardiac stress test. Other available services are comprehensive emergency maternal and obstetrics and neonatal care, anti-retroviral therapy and an integrated counselling testing centre, Neonatal Intensive Care Unit, Pediatric Intensive Care Unit, Tamil Nadu Accident and Emergency Initiative. The Hospital has facilities for burn treatment, Critical care services, Pharmacy and Physiotherapy. 1 ) MCC (Medical Counselling Committee)(50%) (Open To All )

The MCC (Medical Counselling Committee)/DGHS conducts Counseling for allotment of Post Graduate (MD/MS/Diploma and MDS) seats to the NEETPG/MDS eligible and qualified candidates in participating Government Medical/Dental Colleges of the country under 50% All India Quota and 100% Central & Deemed University quota every year. All the candidates who have qualified for All India Quota seats on the basis of their rank in NEET PG /MDS conducted by NBE including candidates from Union Territory of J&K will be eligible. The role of MCC (Medical Counselling Committee) of DGHS is limited to allotment of seats to the participating candidates, as per their merit and choice, which starts only after receiving the list/data/Information of successful candidates from National Board of Examinations (NBE) i.e. the NEET (PG) examination conducting body

There will be four rounds of AIQ counseling i.e. Round 1, Round 2, AIQ Mop-up Rounds and AIQ Stray Vacancy Round (SLA(C) No. 10487 of 2021 before the Hon’ble Supreme Court of India). All candidates who have qualified for All India Quota seats on the basis of their rank in NEET PG conducted by the National Board of Examination (NBE) will be eligible for participation in the counselling process. Security Deposit will be refunded to the candidates, who could not get any seat in any phase of counseling within three months after end of entire counseling process.No interest amount for security deposit will be paid to the candidates

Security Deposit will not be refunded to the candidates, as specified in the clause 26(vii)(b)

The Government reserves its right to amend the prospectus and make any modification in this prospectus during any phase of counselling process and to implement/ adhere to any modification instructed by honorable court orders and DGHS/ MCC time to time.

ELIGIBILITY CRITERIA:

Candidates should be Citizens of India and should have undergone MBBS course including the entire Compulsory Rotatory Medical Internship(CRMI) period in the State of Tamil Nadu.

Candidates seeking admission in Post Graduate Degree / Diploma Courses, they have to qualify the National Eligibility cum Entrance Test-NEET PG2023 conducted by the National Board of Examination. The eligibility criteria prescribed by the Director General of Health Services, Government of India, New Delhi, in accordance with Post Graduate Medical Education Regulations (as per latest amendment) notified by Board of Governors, In supersession of the Medical Council of India with prior approval of Ministry of Health and Family Welfare, Government of India, New Delhi shall be taken into account for admission to Post Graduate Degree/Diploma courses for the academic year2023-2024.

The candidates who are claiming Nativity of Tamil Nadu should upload their Certificates of Nativity of Tamil Nadu issued by the competent authority of the revenue department of Tamil Nadu Government with official seal. Candidates are advised against dual nativity and if found anytime during admission or course of study, their allotment will be cancelled and appropriate legal action would be initiated by competent authorities. Candidates who are claiming community reservation of Tamil Nadu should upload both of their

Community certificate issued by competent authority of Revenue department of Tamil Nadu Government with official seal. And
Community certificate of either of Parents issued by competent authority of Revenue department of Tamil Nadu Government with official seal.

The candidates are instructed to upload the following documents in addition to above.

Candidates who are pursuing their Diploma courses (including All India Quota) are eligible to apply for Post Graduate Degree Courses in the same academic year of 2023-2024, if they complete the course before commencement of counseling process (date of notification of online application)

Candidates who have cleared their MBBS Examination and completed/completing the CRMI period on or before 12-08-2023 are only eligible to apply. The registration with NMC/erstwhile Medical Council of India or State Medical Council is necessary and its documentary proof should be furnished by the candidates at the time of counseling/ admission.

Candidates should possess M.B.B.S. Degree awarded by the Tamil Nadu Dr. M.G.R. Medical University or any other University recognized by the Medical Council of India and the candidates who have qualified from other University should produce ELIGIBILITY CERTIFICATE from theTamil Nadu Dr.M.G.R MedicalUniversity,Guindy,Chennai-600032 at the time admission.
The duration of the Post Graduate Degree Courses are Three years, whereas for the Diploma Candidates who have undergone two year courses shall be Two years in the same Specialty and Three years in other specialties.

NON ELIGIBILITY:-

Candidates who are undergoing a Postgraduate Degree /DNB/ Equivalent / Diploma courses are NOT eligible to apply for any Post Graduate Degree /Diploma Courses.

Candidates who have already completed a Post graduate Degree/ DNB/Equivalent Courses are NOT eligible to apply for admission to any other Post Graduate Degree/Diploma Courses.

A candidate who is already a Diploma holder is NOT eligible to apply for another diplomacourse, but can apply for any Post Graduate Degree Course.

Candidates who have joined a Post Graduate Degree / Diploma course in any Branch and who have discontinued the course on any ground on or after the second round the candidate shall be considered as discontinued and should pay the Discontinuation Fee as per Clause 24(c)
Candidates belonging to other states (other than Tamil Nadu) are NOT eligible for Government seats in Government Medical College and Government Quota seats in Self-Financing Medical Colleges

SERVICE CANDIDATES

Competent authorities, who are issuing certificates for Government Medical officers, have to issue a complete Service Particular Performa including their leave and deputation in detail.The Service particulars should be uploaded within the stipulated time

The service candidates, who have applied under service quota, should have minimum of Five years left over service, at the end of their Post Graduate Degree / Diploma Courses.

ELIGIBLE SERVICE CANDIDATES:

The following categories of Medical Officers will be treated as Service Candidates for the purpose of allotment of seats:

Medical Officers selected by the Tamil Nadu Public Service Commission TNPSC) /Medical Services Recruitment Board (MRB) through Competitive Written Examination / SpecialQualifying Examination and appointed in Tamil Nadu Medical Services should have completed minimum Two Years of continuous service, as on 31.03.2023
Medical Officers serving in Local Bodies in Tamil Nadu should have completed minimum two years of continuous service, as on 31.03.2023.

NON ELIGIBLITY FOR SERVICE QUOTA

Candidates who have been temporarily appointed and who have not completed two years of continuous service as on 31.03.2023 as per clause 12 (a) (i) of this prospectus, are not eligible to apply for Post Graduate admission in 2023-2024 session. If any application received from such candidates or even if certified inadvertently by the competent authority. that application will be summarily rejected.
Candidates working in Institutions coming under “Registered Societies Act” and “Self Financing Institutions” shall be considered as Non Service candidates
If any Medical Officer working in Government Institutions/local bodies apply as Private candidates suppressing the fact, and if found later about their service status, their application will be summarily rejected and their allotments will be cancelled if allotted.

PROCEDURE FOR FILLING & SUBMISSION OF APPLICATION:

Change of particulars in the online Application shall not be entertained under any circumstances after submission

Incomplete applications will be rejected.

Candidates should ensure that all information entered in the online application are true and correct.

Candidates who are claiming Nativity and Community reservation of Tamil Nadu should upload both of their

(i) community certificate issued by competent authority of Revenue department of TamilNadu Government with official seal and

(ii) community certificate of either one of Parents issued by competent authority of Revenue department of Tamil Nadu Government with official seal

For candidates applying under PWD category should obtain recent medical certificate from regional medical board and upload clear copy.
To upload eligibility certificate obtained from the TN.Dr. MGR Medical University Guindy Chennai 32. (Only for the candidates who have qualified from other Universities).
Candidates are instructed to produce the above mentioned original Certificates / Documents to the Head of the institution, at the time of admission for certificate verification.
Same photo that has been uploaded for NEET PG 2023, must be uploaded during online application.

NOTE: -Incomplete application and applications without clearly visible documents will be summarily rejected.

The State Rank list will be drawn based on marks obtained in NEET PG 2023 and additional weightage marks awarded to eligible in service candidates who have been qualified in NEET PG as per existing norms

The service candidates shall be awarded an additional weightage upto 10% of the NEET PG eligible marks secured in the NEET PG-2023 per year of completion of service in remote and or /difficult or rural areas as per in G.O.(Ms).No.86, Health and family welfare (MCA1) Department, dated 06.03.2019, G.O.(Ms.).No.114 Health & Family Welfare Department (MCA-1) Department dated 29.3.2019 and G.O.(Ms.).No.423 Health & Family Welfare Department (MCA-1) Department dated 26.9.2019 subject to maximum of 30% of marks secured in NEET PG-2023.

COUNSELLING PROCEDURES

There are four rounds of counseling i.e., Round -1 Round -2, Mop-up and Stray round.

If a seat is allotted in this counselling according to their choices, Mutual transfer/ Individual request for transfer of college will not be permitted under any circumstance they should join in the respective colleges. Candidates should be vigilant while choice filling.

Admission to PG Degree / Diploma courses, shall be made through ONLINE COUNSELLING on the basis of rank by applying the rule of reservation.

A Candidate who has not registered and not choice locked in the 1st round of ONLINE COUNSELLING will be permitted to attend the subsequent rounds of ONLINE COUNSELING.

A candidate who has taken a seat and not joined /resigned the course within the stipulated time in the first round online counseling, he/she is eligible to attend the second rounds of ONLINECOUNSELLING.

Re-allotment is permitted during the second round of counselling only based on Rank and Rule of Reservation .

Candidates selected for admission should give a self-declaration form at the time of the reporting to the concerned Medical College that He/She is liable for forfeiture of selection/admission if suppression of facts or mis-interpretation is found at any time during or after the admission to the course.

If any suppression of facts is found later, the selection / admission will be liable for Cancellation during or after the admission to the course based on the declaration.

The candidates should produce the following original certificates at the time of joining in their allotted Institutions along with the scanned copy of original certificates

Unauthorized absence of candidates for fifteen days or more, after joining the course will be treated as‘ discontinued and that vacancy will be filled up by the Selection Committee depending on the availability of time as per National Medical Commission guideline. If the period of absence Is beyond the end of second round of counselling, the candidate must pay the discontinuation fee as per clause 24(c) of this prospectus.

METHOD OF SELECTION AND ADMISSION

Seats in Government Medical Colleges University: Out of the seats sanctioned for Post Graduate Diploma/Degree Courses 50% of the total recognized / permitted seats are offered to AllI ndia Quota for allotment by the Director General of Health Services, New Delhi. The remaining 50% of the seats will be allotted under State Quota during counselling by the state

Seats in Self-Financing Medical Colleges: Seat sharing with Self-Financing Minority and Non- Minority Medical Colleges will be as per State Policy and NMC Post Graduate Medical Education Regulation, 2000 and applicable Court Orders.

Out of 50% of the seats in State Government quota, 50% of the seats will be exclusively allocated to in-service candidates serving in Government health institutions in the State of Tamil Nadu and remaining 50% of seats will be allocated to Open category which will be open to both service and non-service candidates. The seats in above categories will be filled up based on the marks already defined or such criteria to be defined by the Government from time to time as per the decision of the Committee headed by Hon’bleThiru. A.Selvam, High Court Judge (Retd.) constituted based on the orders of the Hon’ble Division Bench of High Court of Madras, in W.A.Nos. 1051,1117 to 1124 if 2018 in W.P Nos. 7231,7857 to 7861,8116 and 8117 of 2018.

50% of the seats in Post Graduate Diploma Courses shall be reserved for Medical Officers in the Government service, who has served for at least three years in remote, and/or difficult or rural areas of Tamil Nadu. After acquiring the PG Diploma, the Medical Officers shall serve for two more years in remote, rural and/or difficult areas as defined by the State Government/Competent authority from time to time.

Roster method of rule of reservation will be followed if the seats are more than 1 and less than 8 in each any Branch as per the orders of Government of Tamil Nadu vide G.O.Ms.No.241, Personnel and Administrative Reforms (K) Department, dated 29-10-2007. This is subject to the final verdict of the Supreme Court of India in the Civil Appeal 6049-6050/2010 filed by the Government of Tamil Nadu against the orders passed by the Division Bench of the Hon’ble High Court of Madras dated 12.05.2009 in W.A Nos.763 and 764/2007 in W.P No 7067/2009.

If only one seat is available in any Specialty, that seat will be allotted on rank basis only

Rule Of Reservation By The Government Of Tamil Nadu As Follows:- If the seats are 8 and more, the rule of the reservation shall be as follows:-

Within the 30% reservation for Backward Classes 3.5% reservation will be provided for Backward Class Muslims
16% of seats out of 18% quota earmarked to Scheduled Caste, shall be allocated to the Scheduled Caste (Arunthathiyar) Community.
If there are no eligible Service candidates opting for PG Degree/Diploma courses, the same will be allotted to eligible General category candidates.
Any remaining reserved seats in ST quota for want of adequate number of eligible candidates belonging to SC community as per merit (G.O. (Ms.) No. 77, H & FW Dept. dated 24.02.2011.Hence SC candidates can register and choice lock for remaining unfilled ST seats also.
Any remaining unfilled seats in BCM community for want of adequate number of eligible candidates after exhausting the merit list shall be filled up on merit basis by candidates belonging to BC community without exceeding the quota for BC community as a whole(G.O. (Ms.) No. 30 H & FW Dept. dated 18.01.2012). Hence BC candidates can register and choice lock for remaining unfilled BCM seats also.
Even after filling up of the required seats reserved for Arunthathiyars on preferential basis, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes other than Arunthathiyars in the inter-se merit among them. 5% of the total number of seats available in Government Medical Institutions are reserved for the Person with disabilities.

ROUNDS OF ONLINE COUNSELLING:: There are four rounds of counselling

First Phase of counselling

FIRST ROUND OF COUNSELLING:

All candidates Participating by ONLINE COUNSELLING for PG Degree / Diploma Courses will have to remit a non-refundable amount of ₹ 1000/- through online as registration fee and the fee should be remitted online by logging on web portal of our official website.

The candidates allotted during first round of the online counseling should download their provisional allotment order and join the course in the concerned Medical College on or before the date and time stipulated with relevant documents. (As mentioned in Clause 22).

SECOND ROUND OF COUNSELLING :

Second round of online counseling will be conducted for the vacancies arising due to not joined/not allotted seats and / or newly sanctioned seats arising after the first round counseling. The vacancies will be filled as per rank and communal reservation

A Candidate who has not registered and not choice locked in the 1st round of ONLINE COUNSELLING will be permitted to attend second round of ONLINE COUNSELING

A candidate who has taken a seat and not joined or resigned the course within the stipulated time in the first round online counseling, is eligible to attend second round of ONLINE COUNSELLING

Candidates who retained their seat allotted during first round beyond stipulated date, or who have taken re-allotment seat during second round or candidates who got newly allotted during second round will not be permitted to vacate the seat.(as per Hon’ble Supreme Court directions WP(C) no 174/2022)

Candidates who have joined the allotted seat in round 2 and further rounds of counselling will not be allowed to resign and will also be ineligible to take part in further rounds of any type of counselling.

The State Quota candidates who joined and discontinue the course after the date as stipulated by selection committee (after second round) should pay the Discontinuation Fees besides foregoing tuition fees already paid by them as specified in Clause 24.(c) to the Dean of the respective Colleges, the sum as specified below in total by means of a Demand Draft drawn in favour of “The Secretary, Selection Committee, Kilpauk, Chennai– 10”,payable at Chennai

Discontinuation fees for P.G.DiplomaCourseRs.10 lakh/ P.G. Degree Course Rs.15Lakh.

If the candidate is allotted and has not downloaded allotment order and Not joined, the course after completion of second round of ONLINE CONSELLING, then they will have to forfeit the registration fee and security Deposit paid by them.(b) If the candidate is allotted but has Not joined the course after downloading allotment order, after completion of second round of ONLINE CONSELLING, then they will have toforfeit the registration fee, security Deposit and tuition fees paid by them.

Virtual Vacancies- Any Candidate who has been allotted a seat in Round 1 and has opted for up-gradation in Round 2, that allotted seat of Round 1 will be shown as virtual vacancy in Round2,any Candidates can fill the said seat (virtual seat) during the choice filling in Round 2. However, such seat will be allotted in Round 2 only, if the allotted candidate of Round 1 vacates that seat. Thus, that virtual vacancy becomes real vacancy, it is open to all in the order of merit.

MOP-UP ROUND

After completion of second round of ONLINE COUNSELLING, the remaining vacancies will be filled up with the candidates from the Rank list by MOPUP ONLINE COUNSELLING.

If the candidate is allotted any seat from his /her locked choices in first and second rounds and has joined, then the candidate is not eligible for the Mop-up counseling and subsequent rounds of counseling (as per the Gazette Notification No.MCI-18(1)/2018- Med./100818, Dated05/08/2018 and the orders of the Supreme Court of India in W.P.(C)No. 174/2022,dated:31.03.2022).

From the Mop up phase onwards, restriction has been implemented to candidates in order to avoid lapsing of seats and holding of AIQ seats and State quota seats thus blocking seats. A candidate allotted a seat in Mop-up round in State counseling shall be ineligible to participate in any further counseling. Hence candidates are advised to exercise due diligence in their options and do not file unwanted options to seats in which they do not wish to pursue studies.

Registration fee for Mop-up round: Rs.1000/-

Candidates who have been allotted and not joined/resigned/ discontinued with penalty have to pay registration fee to participate in Mop-up round

Candidates who freshly register for Mop-up round also need to pay registration fee.

NON - ELIGIBILITY CRITERIA FOR MOPUP ROUND:

The candidates who have joined PG course in Round I and (or) Round II of State Counselling are not eligible to participate in Mop Up Counselling.

The candidates who have joined in Round I & Round II in All India Quota / Deemed university/DNB (conducted by NBE) are not eligible to participate in Mop Up counseling.

The candidates who have been allotted in mop up round of All India Quota/Deemed university/DNB (conducted by NBE) are not eligible to participate in Mop Up counselling.

As per the directions of Hon’ble Supreme Court of India in W.P.(c)267/2017 DAR-US-SLAM EDUCATIONAL TRUST and Ors. Vs. MEDICAL COUNCIL OF INDIA and Ors. Dated 90-05-2017,the candidates joined in All India Quota Round II counselling are not allowed to vacate the seat. On similar ground the candidates who have joined in Round II of State counselling will not be permitted to vacate the seat.

Stray Round conducted by Selection Committee

The admissions will be closed as per the guidelines issued by the Board of Governors, in supersession of the National Medical Commission, Director General of Health Service and the Tamil Nadu Dr.M.G.R. Medical University, Guindy, Chennai–600032.

Unless the aforesaid discontinuation fee as penalty amount is paid in total, the candidates will not be relieved and original certificates produced by the candidates at the time of admission will be retained by the institutions concerned.

In order to prevent the seat blocking:

If a candidate is getting an allotment under Government College / Government quota seats in Self financing colleges in mop up counselling, he/she cannot claim a seat in Management mop up counselling. Hence candidates are instructed to choice lock carefully.

If a seat is allotted in this counselling according to their choices, they should join in the respective colleges. Candidates should be vigilant while choice filling.

The selected candidates have to pay any balance of the Tuition Fee (if any) and other special fees etc., at the time of admission in their respective colleges.”
STIPEND /SALARY
All Non Service candidates selected will be paid stipend as per the Government Orders issued by Government from time to time for Government Medical Colleges as per the norms of theInstitution concerned.
Service Candidates will be paid salary as per the Government Orders issued by Government from time to time, if the candidates selected for Post Graduate Degree / Diploma Courses in the Government Medical Colleges
Service Candidates SQ The candidates have joined the seats in Post Graduate Degree / Diploma courses in Government Medical Colleges are provided salary (Pay+DA) during the study period
In cases where the candidate who has completed the PG course and decides to discontinue service (resignation/Voluntary retirement), the candidates shall be obligated to pay a compensation of Rupees Forty Lakhs. if candidate does not join service immediately after completion of PG course or a sum proportionate to the period left un served will be levied as compensation
In cases where the candidates who have completed the PG course and have been posted to serve the TN Medical service but does not comply with the directives shall be obligated to pay a compensation of Rupees Forty Lakhs or a sum proportionate to the period left un served will be levied as compensation
Non-service candidates including candidates selected through 50% All India Quota will be paid stipend till the age of 60 years only. For Service candidates, if their study period extends after superannuation (i.e. after 60 years) they will be given stipend on par with the non-service candidates.
BOND
Non Service Candidates The candidates who have joined in Government Medical colleges are provided stipend during the study period and hence are mandatorily obligated to serve the Government of TN for a period of 2years within the period of 3 years from the date of completion of PG course.On completion of the bond period, the bond signed by the candidate shall be considered as infructuous.
Non-service candidates including candidates selected through 50% All India Quota who completes the following scarce specialties will have to work for a period of 2 years within the periodof 3 years after completing the course, if the Government requires their services. They will be given salary on par with the salary of new recruits in the Tamil Nadu Medical Service. They should also furnish an undertaking to this effect at the time of joining the course.
Non-Service candidates including candidates selected through 50% All India Quota shall execute a bond with three sureties for a sum of ₹20,00,000/- (Rupees Twenty Lakh only) on admission to Post Graduate Diploma courses 2023-2024 session and ₹40,00,000/- (Rupees FortyLakh only) on admission to Post Graduate Degree courses 2023-2024 session with an undertaking that they shall serve the Government of Tamil Nadu for a period of not less than two years, if the Government requires their services. During the above period, they will be paid salary on par with the fresh recruits of the Tamil Nadu Medical Services.
The Security bonds are governed by Clause I under exemption under Article 57 of Schedule – I of the Indian Stamp Act of 1879 (Central Act II of 1879). Hence the Security Bonds executed need not be stamped.
