The Institute of Medical Sciences, BHU, Varansi, is a Government College established in the Year 1960. The Institute Of Medical Sciences (IMS-BHU) is one of the Six institutes of Banaras Hindu University in Varanasi, India and comprises three faculties, Faculty of Medicine, Faculty of Dental Sciences and Faculty of Ayurveda which are residential and co-educational. The College is affiliated to Banaras Hindu University, located in Uttar Pradesh which is an autonomous central university under the Ministry of Human Resource Development, government of India and recognized by National Medical Commission (NMC). It has an annual intake of 100 seats in MBBS, 172 seats in 28 disciplines of Post-Graduate studies and 42 seats in 11 disciplines of Super- Specialization studies.

Medical education in Varanasi, the oldest living city of the world, dates from the days of Sushruta 500 BC. Infact, this is also the history of Medical education in India. Perhaps it is a continuation of this historical perspective that Medical education in Banaras Hindu University took roots in 1920 with the establishment of Department of Ayurveda under Faculty of Oriental Learning and Theology. In the year 1924-25, Ayurvedic Aushadhalaya was established and Years later, in 1960 the Ayurvedic College was converted to the College of Medical Sciences and the The postgraduate medical education, started as in-service program in 1963.

The campus of IMS lies at the front part of university. The gigantic campus contains the medical college, the hospital, the student and resident hostels, the staff quarters, a post office, a temple (BHU Vishwanathji), playgrounds and sporting fields. While the hospital section of the campus is typically crowded and busy, the residential part of the campus is quiet and idyllic punctuated with small parks. It has the state of the art infrastructure with spacious classrooms, Lecture halls to accommodate around 250, Examination rooms, Demonstration rooms, Seminar halls. There are Departmental museums and well-equipped Laboratories. The campus has three hostels for undergraduate men named Punarvasu Atrey Hostel, Ruiya Medical Hostel and Dhanwntri Hostel, and four hostels for postgraduate men named Old P. G. Hostel, New P.G. Hostel, Sushruta hostel Ruiya Annexe. and Married Doctors Hostel. Undergraduate and postgraduate women live in Kasturba Girls Hostel. All hostels run their own messes. There is a huge Auditorium located deep inside the campus. There are good Canteens and Recreation halls are amongst the best. There are exclusive facilities for Indoor and Outdoor Games and Sports facilities. The college has a spacious library area with an excellent collection of Medical books of over 60000 and International and National Journals, back volumes, Atlases, Dictionaries, Directories, Encyclopaedias, Technical Reports. There are separate Reading rooms and the E- library has good Internet facility. The college has pre-clinical, para-clinical and clinical disciplines.

It's a great pride to our Country as The IMS-BHU has been listed in the top 100 World's Best Medical colleges for 2021. IMS-BHU was ranked seventh among medical colleges in India in 2020 by India Today, sixth in 2019 by The Week and eight in 2019 by Outlook India. The college is ranked 6th in 2020 by NIRF rankings.

Sir Sunderlal Hospital, IMS - BHU is primarily a teaching and training hospital for the undergraduates, post graduates, super specialties and research courses run by the Institute of Medical Sciences in the various disciplines of medicine, nursing and paramedics. It is the only Tertiary care Hospital providing specialty and Super Specialty services to the health care needs of about 20 Crore population of Eastern UP, Western Bihar, adjoining MP, Chhattisgarh and Jharkhand as well as neighboring country of Nepal. It is a unique hospital to provide both Ayurveda and Modern Medicine services under one roof. It also cares for the health of approximately 60,000 people of the University community including students, teachers and employees and their dependents. Besides this, Sir Sunderlal Hospital acts as the main referral hospital for Diesel Locomotive Works, Varanasi, Military Hospital, NTPC, Coal India, BHEL, and other neighboring Hospitals of the catchment area. Ever since its inception Sir Sunderlal Hospital has been endeavoring to realize the dreams of its founder, Malaviyaji, by alleviating human suffering due to diseases. All the candidates who have qualified for All India Quota seats on the basis of their rank in NEET PG /MDS conducted by NBE including candidates from Union Territory of J&K will be eligible. The role of MCC (Medical Counselling Committee) of DGHS is limited to allotment of seats to the participating candidates, as per their merit and choice, which starts only after receiving the list/data/Information of successful candidates from National Board of Examinations (NBE) i.e. the NEET (MDS) examination conducting body

There will be four rounds of Counseling i.e., Round 1 & Round 2, third Round & Stray Vacancy Round and all the rounds will be conducted by MCC. All candidates who have qualified for All India Quota seats on the basis of their rank in NEET MDS conducted by the National Board of Examination (NBE) will be eligible for participation in the counselling process. Eligible candidates may download the Rank letter/ Result from NBE website

Eligibility Condition:

  • The candidate should have qualified under NEET-MDS eligibility.

  • Internal quota seat for AMU/BHU & Delhi University Quota
  • For this academic year2024, the internship completion date may be treated as 30th June 2024 as approved by the competent authority, MoHFW

For Delhi University Quota (MAIDS): The candidate must have passed the final M.B.B.S. examination (for MD/MS/Diploma Course) and BDS examination (for MDS Course) from the University of Delhi and must have completed a satisfactory one-year compulsory rotating internship and must submit their internship completion certificate at the time of admission. For the Reservation Policy of 50% Internals seats of AMU, there is no reservation

AMU Internal seats (ZADC, Aligarh) : An Institutional (Internal) candidate has passed the qualifying examination (MBBS/BDS as applicable) from AMU and completes his/her internship as per the dates specified by AMU authorities.

BHU Internal seat (IDS, BHU): Only those Candidates who have passed MBBS/BDS from the Institute of Medical Sciences, BHU as per the internship dates specified by IMS, BHU will be eligible, provided the Candidates have appeared and qualified in the NEET-PG / MDS Examination.

Central Institutes: The Candidates should have completed their MBBS/BDS from I.P. University (VMMC & SJH; ABVIMS & RML; Dr. Baba Saheb Ambedkar Medical College & Hospital, New Delhi; Army College of Medical Sciences, Delhi; North Delhi Municipal Corporation(Medical College) Hindu Rao Hospital) are eligible for Internal seats of 50% in Central Institutes (VMMC & SJH, ABVIMS & RML, ESIC-Basaidarapur)

Step Wise Counseling Process conducted by Medical Counselling Committee (MCC)

The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.

Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. The candidate is now allowed to upgrade seat from second round to 3 rd (mop up) round.It is crucial for candidates to make informed decisions regarding their participation in Round 3 of MCC counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.

To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.

For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Guidelines for NRI Seat Allocation during MCC Counseling

The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.

Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

If a candidate freshly registers in round 3 and is not allotted any seat, he/she is eligible to participate in stray/further rounds.
Candidates getting upgraded in Round 3 shall Not have any claim on earlier round allotted seat

Fresh registrations and fresh choice filling for Final Stray Vacancy Round. The choices filled during third round will not be considered for allotment in Stray VacancyRound.
Eligibility of Candidates: who are not holding any seat or did not participate in Round- 1 and round 2. (AIQ, State, Deemed) can participate in the Stray Vacancy Round.
Candidates who were fresh allotted seats in round 3 and did not join cannot participate in Stray Vacancy Round.
Data will be shared between Centre and States after Round 3 of states and if any candidate has his/her name in the list provide by State after round 3, then such candidates shall be eliminated from counseling before processing for All-India Stray VacancyRound
For Deemed Universities the Stray Vacancy Round will be conducted by MCC of DGHS, MoHFWas per the directions of the Hon’ble Supreme Court of India vide order dated 12.12.2022 passed in I.A NO. 132614/2022 IN W.P (c) NO. 267/2017 in Dar-us Slam Educational trust and Ors. vs.Medical Council of India & Ors.”
If a candidate is allotted a seat in Stray round, he/she has to report & join the allotted seat/college else he/she shall be debarred from NEET PG /MDS examination for subsequent 1 (one) year along withforfeiture of security deposit.

Directorate General of Medical Education and Training, UP is conducting three rounds of Counseling for NEETPG

  1. FIRST ROUND

  3. THIRD ROUND
  4. STRAY VACANCY ROUND

ROUND -1

  • UP state merit, NEET-PG
  • College wise & category wise distribution of P.G. seats
  • List of registered candidates for online counseling.
  • Online Security Deposit
Rs 30000 + Bank Charges Govt Medical + Dental College Only
Rs 200000 + Bank ChargesGovt+ Pvt Medical College Only
Rs 100000 + Bank ChargesGovt+ Pvt Dental College Only
Deposit security money through Set Banking/Credit Card/Debit Card before choice filling.
Candidates failing to deposit mandatory security deposit will be debarred from choice filling exercise and further will not be allowed for process of counseling
Download receipt of security money for future reference. Receipt of security money will have to be show at nodal Centre at the time of Reporting for admission.
Choice filling option will be available only after deposition of security money.

Merit Declaration :-

For Inter-se rank in State merit list reference shall be NEET-PG/MDS 2023 ranking
Final merit list will be prepared after providing weightage to in-service (PMHS) candidates as per the provisions of Govt. Order No.61 2/71-4099/1229/20 19, Dated-23-09-2022. (Displayed on website

Choice Filling Procedure:

  1. Login for choice filing by using your NEET PG Roll number and Password created at the time of registration.
  2. Choice filing can be done on several sessions but remember to save and continue otherwise you ’II lose your work. You can change your choice as many times as you want till the final locking.
  3. Choice filing will not be complete till you finally submit and Lock.
  4. No chances will be possible after locking the choice.
  5. Choice Locking is compulsory, if not locked online allotment will not occur.
After scheduled period of choice filing, seat allotment will be done by the online process on merit

Seat Allotment:

I . Login to website. Your seat allotment status will be displayed
2. Download allotment letter for reporting at designated nodal Centre.

3. a) If Seat allotted (First Round):- ln-case

  • Candidate does not take admission after allotment then security money will be forfeited. For participation in second round of counseling security money will have to be deposited again.
  • Candidate after taking admission and resigns from the admitted seat in due dates before second round of counseling, then deduction / refund of tuition fee and security money according to Government order.
  • Candidate take admission in the college in first round of counseling but wants to upgrade his/her seat/college, he/she will remain eligible or second round of counseling and can fill the choices for second round. (a)-If he/she is allotted any other seat or same seat again, then previous allotment will be automatically get cancelled. (b)-It is mandatory to the admission on the new allotted seat(even if it is the same seat). If he/she does not take admission in the new (re-shuffled) seat, the new allotment will get cancelled.
  • It is mandatory to join on the new allotted seat if candidate not join then deduction / refund of tuition fee and security money according to Government order.

ROUND -2 (ONLINE COUNSELING) :-

  • Notice-2nd round of counseling, PG courses
  • Latest vacancy position of PG seats in medical colleges
  • Fresh Registration (who have not done in Round 1)
  • Online Security Deposit
  • Choice filling
  • Allotment of seat
  • Provisional list of selected candidates for NEET PG -counseling in the state of UP after Round-2
  • Reporting

b) If Seat allotted (Second Round):- In-case

Candidate does not take admission or resign after taking admission deduction / refund of tuition fee and security money according to Government order.

c) Candidates who were allotted any seal in first/second round of counseling are not eligible for Mop Up Round of counseling.

4. Candidates who want to avail PwD reservation in PG seats of Govt. medical institution should obtain Disability Certificate as per 21 Benchmark Disabilities given under RPWD Act 2106 and as per DMC norm, front the designated disability centers as per the List. The certificate issued by any other hospital/board will not be accepted.
5. In case of any dispute or vagueness DGME can constitute a special medical board for dispute redressal.
6. Candidate eligible for the reserved category will be given admission as per rules of the state government, applicable on the date of counseling.
7. OBC candidates covered by the provisions of the creamy layer will not be entitled for the benefits of OBC category
8. Candidates who fail to produce required original documents at the time of admission or if any, concealment or falsification of facts comes into the light at the time of admission and thereafter during the course of study will not be entitled to any benefit of having appeared in the entrance examination and/ or any benefit or acquiring a seat subsequently. Legal action would be taken against such candidates. "
9. Candidates will be checked for their identity at the time of admission. If it does not match it will be counted as unfair means and their candidature will be cancelled. Additional legal action would be taken against such candidates.
10. If candidate does not participate in online counseling or does not take admission to the allotted seat by the due date he/she shall forfeit any right of admission on the basis of said counseling/allotment.
11. The option once exercised by the candidate in the online counseling cannot be altered under any circumstances.
12. No request for re-allotment of seals already allotted in the first and second round will be entertained.

MOP-UP Round (OFFLINE COUNSELING):-

If seats are left un-allotted at the end of the second round of online counseling, then a “mop up” round of allotment will be organized at a notified date, after due publicity. The purpose of the mop up round of seat allotment will be to ensure that there is no loss of PG seats in the current academic year. Seats will be offered to eligible candidates strictly according to their position in the NEET PG- 2023 State Rank/All India Rank

The eligibility for mop up round:-

  • Separate registration with Rs.2000/- is mandatory for top-Up round and only these candidates will be included in the mop-up merit list.
  • Candidates who are admitted/allotted but not joined/resigned any seat in UP will not be eligible for participation.
  • Any candidate who has taken admission in any PG course in any Medical /Dental College in India also will not be eligible for MOP-UP.
  • Candidates will have to produce certificates in original as well as one self attested photocopies of all the documents.

ADMISSION PROCESS:

Admission of the candidate to various PG courses will be given by the Principal / Dean / Director/ Nodal center of the respective Medical Colleges/ Institutes/Universities as mentioned in allotment letter.

Government College:

  1. A candidate who has been allotted a seat in a particular Government Medical/Dental College. 'Institute/University shall have to complete all admission formalities including fees deposition, by the notified date at the College/ Institute / University as the case may be.
  2. Those who fail to do so will lose their claim for admission.
  3. Bond on Rs.100/- stamp paper will be made to the effect that incase student leaves the seat after the 2nd counseling. or at any time during the course of study, then the candidate will deposit an amount of Rs.5,00,000/- (Five lakhs) as a penalty.

Private College:

  1. Dental : A candidate who has been allotted a seat in a particular Private Dental College/Institute/University shall have to complete all the admission formalities including depositing the prescribed fees, by the date notified at the nodal center.
  2. Those who fail to do so will lose their claim for admission.
  3. Bond on Rs.100/- stamp paper will be made to the effect that in-case after admission:
    1. Candidate leaving the seat at least Two days before Mop up round then his security deposit and 50% of tuition the deposit at admission will be forfeited.
    2. Candidate leaving the seat after the mop up counseling or at any time before completion of the course, then his security deposit will be forfeited and he/ she will also deposit total amount of tuition tee of the entire course.

Following documents in Original and one set self at tested photo copy will be deposited for admission:

  1. High School Certificate as proof of date of birth.
  2. Mark sheets of all professional examinations.
  3. MBBS/BDS passing out certificate or degree.
  4. Compulsory Rotatory 1nternship completion certificate.
  5. Permanent Registration Certificate (U.P. State/MCI/DCC)
  6. Employers relieving certificate, if employed.
  7. S.C./S.T./O.B.C./EWS/Physically handicapped certificate, if applicable. Copy of Allotment letter (as downloaded) Admit Card of NEET PG 2023-24.

AII original document will remain deposited at the admission center
