ELIGIBILITY CRITERIA:

Candidates should be Citizens of India and should have undergone MBBS course including the entire Compulsory Rotatory Medical Internship(CRMI) period in the State of Tamil Nadu.
Candidates seeking admission in Post Graduate Degree / Diploma Courses, they have to qualify the National Eligibility cum Entrance Test-NEET PG2023 conducted by the National Board of Examination. The eligibility criteria prescribed by the Director General of Health Services, Government of India, New Delhi, in accordance with Post Graduate Medical Education Regulations (as per latest amendment) notified by Board of Governors, In supersession of the Medical Council of India with prior approval of Ministry of Health and Family Welfare, Government of India, New Delhi shall be taken into account for admission to Post Graduate Degree/Diploma courses for the academic year2023-2024.

The candidates who are claiming Nativity of Tamil Nadu should upload their Certificates of Nativity of Tamil Nadu issued by the competent authority of the revenue department of Tamil Nadu Government with official seal. Candidates are advised against dual nativity and if found anytime during admission or course of study, their allotment will be cancelled and appropriate legal action would be initiated by competent authorities. Candidates who are claiming community reservation of Tamil Nadu should upload both of their

  1. Community certificate issued by competent authority of Revenue department of Tamil Nadu Government with official seal. And
  2. Community certificate of either of Parents issued by competent authority of Revenue department of Tamil Nadu Government with official seal.

Candidates who are pursuing their Diploma courses (including All India Quota) are eligible to apply for Post Graduate Degree Courses in the same academic year of 2023-2024, if they complete the course before commencement of counseling process (date of notification of online application)
Candidates who have cleared their MBBS Examination and completed/completing the CRMI period on or before 12-08-2023 are only eligible to apply. The registration with NMC/erstwhile Medical Council of India or State Medical Council is necessary and its documentary proof should be furnished by the candidates at the time of counseling/ admission.
  1. Candidates should possess M.B.B.S. Degree awarded by the Tamil Nadu Dr. M.G.R. Medical University or any other University recognized by the Medical Council of India and the candidates who have qualified from other University should produce ELIGIBILITY CERTIFICATE from the Tamil Nadu Dr.M.G.R MedicalUniversity,Guindy,Chennai-600032 at the time admission.
  2. The duration of the Post Graduate Degree Courses are Three years, whereas for the Diploma Candidates who have undergone two year courses shall be Two years in the same Specialty and Three years in other specialties.

NON ELIGIBILITY:-

Candidates who are undergoing a Postgraduate Degree /DNB/ Equivalent / Diploma courses are NOT eligible to apply for any Post Graduate Degree /Diploma Courses.

Candidates who have already completed a Post graduate Degree/ DNB/Equivalent Courses are NOT eligible to apply for admission to any other Post Graduate Degree/Diploma Courses.

  1. A candidate who is already a Diploma holder is NOT eligible to apply for another diploma course, but can apply for any Post Graduate Degree Course.
  • Candidates who have joined a Post Graduate Degree / Diploma course in any Branch and who have discontinued the course on any ground on or after the second round the candidate shall be considered as discontinued and should pay the Discontinuation Fee as per Clause 24(c)
  • Candidates belonging to other states (other than Tamil Nadu) are NOT eligible for Government seats in Government Medical College and Government Quota seats in Self-Financing Medical Colleges

SERVICE CANDIDATES

Competent authorities, who are issuing certificates for Government Medical officers, have to issue a complete Service Particular Performa including their leave and deputation in detail. The Service particulars should be uploaded within the stipulated time
The service candidates, who have applied under service quota, should have minimum of Five years left over service, at the end of their Post Graduate Degree / Diploma Courses.
ELIGIBLE SERVICE CANDIDATES:

The following categories of Medical Officers will be treated as Service Candidates for the purpose of allotment of seats:

  1. Medical Officers selected by the Tamil Nadu Public Service Commission TNPSC) /Medical Services Recruitment Board (MRB) through Competitive Written Examination / Special Qualifying Examination and appointed in Tamil Nadu Medical Services should have completed minimum Two Years of continuous service, as on 31.03.2023
  2. Medical Officers serving in Local Bodies in Tamil Nadu should have completed minimum two years of continuous service, as on 31.03.2023.
NON ELIGIBLITY FOR SERVICE QUOTA
  1. Candidates who have been temporarily appointed and who have not completed two years of continuous service as on 31.03.2023 as per clause 12 (a) (i) of this prospectus, are not eligible to apply for Post Graduate admission in 2023-2024 session. If any application received from such candidates or even if certified inadvertently by the competent authority. that application will be summarily rejected.
  2. Candidates working in Institutions coming under “Registered Societies Act” and “Self Financing Institutions” shall be considered as Non Service candidates
  3. If any Medical Officer working in Government Institutions/local bodies apply as Private candidates suppressing the fact, and if found later about their service status, their application will be summarily rejected and their allotments will be cancelled if allotted.

COUNSELLING PROCEDURES

There are four rounds of counseling i.e., Round -1 Round -2, Mop-up and Stray round.
If a seat is allotted in this counselling according to their choices, Mutual transfer/ Individual request for transfer of college will not be permitted under any circumstance they should join in the respective colleges. Candidates should be vigilant while choice filling.
Admission to PG Degree / Diploma courses, shall be made through ONLINE COUNSELLING on the basis of rank by applying the rule of reservation.
A Candidate who has not registered and not choice locked in the 1st round of ONLINE COUNSELLING will be permitted to attend the subsequent rounds of ONLINE COUNSELING.
A candidate who has taken a seat and not joined /resigned the course within the stipulated time in the first round online counseling, he/she is eligible to attend the second rounds of ONLINECOUNSELLING.
Re-allotment is permitted during the second round of counselling only based on Rank and Rule of Reservation .
Candidates selected for admission should give a self-declaration form at the time of the reporting to the concerned Medical College that He/She is liable for forfeiture of selection/admission if suppression of facts or mis-interpretation is found at any time during or after the admission to the course.
If any suppression of facts is found later, the selection / admission will be liable for Cancellation during or after the admission to the course based on the declaration.
The candidates should produce the following original certificates at the time of joining in their allotted Institutions along with the scanned copy of original certificates
Unauthorized absence of candidates for fifteen days or more, after joining the course will be treated as‘ discontinued and that vacancy will be filled up by the Selection Committee depending on the availability of time as per National Medical Commission guideline. If the period of absence Is beyond the end of second round of counselling, the candidate must pay the discontinuation fee as per clause 24(c) of this prospectus.

METHOD OF SELECTION AND ADMISSION

Seats in Government Medical Colleges University: Out of the seats sanctioned for Post Graduate Diploma/Degree Courses 50% of the total recognized / permitted seats are offered to All India Quota for allotment by the Director General of Health Services, New Delhi. The remaining 50% of the seats will be allotted under State Quota during counselling by the state

Roster method of rule of reservation will be followed if the seats are more than 1 and less than 8 in each any Branch as per the orders of Government of Tamil Nadu vide G.O.Ms.No.241, Personnel and Administrative Reforms (K) Department, dated 29-10-2007. This is subject to the final verdict of the Supreme Court of India in the Civil Appeal 6049-6050/2010 filed by the Government of Tamil Nadu against the orders passed by the Division Bench of the Hon’ble High Court of Madras dated 12.05.2009 in W.A Nos.763 and 764/2007 in W.P No 7067/2009.
If only one seat is available in any Specialty, that seat will be allotted on rank basis only

Rule Of Reservation By The Government Of Tamil Nadu As Follows:- If the seats are 8 and more, the rule of the reservation shall be as follows:-

Within the 30% reservation for Backward Classes 3.5% reservation will be provided for Backward Class Muslims
16% of seats out of 18% quota earmarked to Scheduled Caste, shall be allocated to the Scheduled Caste (Arunthathiyar) Community.
If there are no eligible Service candidates opting for PG Degree/Diploma courses, the same will be allotted to eligible General category candidates.
Any remaining reserved seats in ST quota for want of adequate number of eligible candidates belonging to SC community as per merit (G.O. (Ms.) No. 77, H & FW Dept. dated 24.02.2011.Hence SC candidates can register and choice lock for remaining unfilled ST seats also.
Any remaining unfilled seats in BCM community for want of adequate number of eligible candidates after exhausting the merit list shall be filled up on merit basis by candidates belonging to BC community without exceeding the quota for BC community as a whole(G.O. (Ms.) No. 30 H & FW Dept. dated 18.01.2012). Hence BC candidates can register and choice lock for remaining unfilled BCM seats also.
Even after filling up of the required seats reserved for Arunthathiyars on preferential basis, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes other than Arunthathiyars in the inter-se merit among them. ROUNDS OF ONLINE COUNSELLING:: There are four rounds of counselling

First Phase of counselling
Second Phase of counselling
Mop-up counselling
Stray Round of counselling
FIRST ROUND OF COUNSELLING:
All candidates Participating by ONLINE COUNSELLING for PG Degree / Diploma Courses will have to remit a non-refundable amount of ₹ 1000/- through online as registration fee and the fee should be remitted online by logging on web portal of our official website.
The candidates allotted during first round of the online counseling should download their provisional allotment order and join the course in the concerned Medical College on or before the date and time stipulated with relevant documents. (As mentioned in Clause 22).
SECOND ROUND OF COUNSELLING :
Second round of online counseling will be conducted for the vacancies arising due to not joined/not allotted seats and / or newly sanctioned seats arising after the first round counseling. The vacancies will be filled as per rank and communal reservation
A Candidate who has not registered and not choice locked in the 1st round of ONLINE COUNSELLING will be permitted to attend second round of ONLINE COUNSELING
A candidate who has taken a seat and not joined or resigned the course within the stipulated time in the first round online counseling, is eligible to attend second round of ONLINE COUNSELLING
Candidates who retained their seat allotted during first round beyond stipulated date, or who have taken re-allotment seat during second round or candidates who got newly allotted during second round will not be permitted to vacate the seat.(as per Hon’ble Supreme Court directions WP(C) no 174/2022)
Candidates who have joined the allotted seat in round 2 and further rounds of counselling will not be allowed to resign and will also be ineligible to take part in further rounds of any type of counselling.

The State Quota candidates who joined and discontinue the course after the date as stipulated by selection committee (after second round) should pay the Discontinuation Fees besides foregoing tuition fees already paid by them as specified in Clause 24.(c) to the Dean of the respective Colleges, the sum as specified below in total by means of a Demand Draft drawn in favour of “The Secretary, Selection Committee, Kilpauk, Chennai– 10”,payable at Chennai

If the candidate is allotted and has not downloaded allotment order and Not joined, the course after completion of second round of ONLINE CONSELLING, then they will have to forfeit the registration fee and security Deposit paid by them.(b) If the candidate is allotted but has Not joined the course after downloading allotment order, after completion of second round of ONLINE CONSELLING, then they will have toforfeit the registration fee, security Deposit and tuition fees paid by them.
Virtual Vacancies- Any Candidate who has been allotted a seat in Round 1 and has opted for up-gradation in Round 2, that allotted seat of Round 1 will be shown as virtual vacancy in Round2,any Candidates can fill the said seat (virtual seat) during the choice filling in Round 2. However, such seat will be allotted in Round 2 only, if the allotted candidate of Round 1 vacates that seat. Thus, that virtual vacancy becomes real vacancy, it is open to all in the order of merit.
MOP-UP ROUND
After completion of second round of ONLINE COUNSELLING, the remaining vacancies will be filled up with the candidates from the Rank list by MOPUP ONLINE COUNSELLING.

If the candidate is allotted any seat from his /her locked choices in first and second rounds and has joined, then the candidate is not eligible for the Mop-up counseling and subsequent rounds of counseling (as per the Gazette Notification No.MCI-18(1)/2018- Med./100818, Dated05/08/2018 and the orders of the Supreme Court of India in W.P.(C)No. 174/2022,dated:31.03.2022).

From the Mop up phase onwards, restriction has been implemented to candidates in order to avoid lapsing of seats and holding of AIQ seats and State quota seats thus blocking seats. A candidate allotted a seat in Mop-up round in State counseling shall be ineligible to participate in any further counseling. Hence candidates are advised to exercise due diligence in their options and do not file unwanted options to seats in which they do not wish to pursue studies.

The candidates who have joined in Round I & Round II in All India Quota / Deemed university/DNB (conducted by NBE) are not eligible to participate in Mop Up counseling.
The candidates who have been allotted in mop up round of All India Quota/Deemed university/DNB (conducted by NBE) are not eligible to participate in Mop Up counselling.
As per the directions of Hon’ble Supreme Court of India in W.P.(c)267/2017 DAR-US-SLAM EDUCATIONAL TRUST and Ors. Vs. MEDICAL COUNCIL OF INDIA and Ors. Dated 90-05-2017,the candidates joined in All India Quota Round II counselling are not allowed to vacate the seat. On similar ground the candidates who have joined in Round II of State counselling will not be permitted to vacate the seat.
Stray Round conducted by Selection Committee

In order to prevent the seat blocking:

If a candidate is getting an allotment under Government College / Government quota seats in Self financing colleges in mop up counselling, he/she cannot claim a seat in Management mop up counselling. Hence candidates are instructed to choice lock carefully.
If a seat is allotted in this counselling according to their choices, they should join in the respective colleges. Candidates should be vigilant while choice filling.

Processing, Security deposit And Application fee

Registration fee
At the time of registration for counseling, all candidates must pay the following fee: Non Refundable processing fees for counseling process is Rs.1000/-( Rupees One Thousand only)

At the time of Application all candidates must pay the application fee of Rs.5,000/- (Non- Refundable)

Method of payment through online payment portal only

  1. Necessary facilities have been provided for making online payment through internet payment portal.
  2. Candidates must note that mere deduction of fee from the Bank account is not a proof of fee payment.
  3. Check the validity and transaction limit of your Debit/Credit Card/ Net banking/UPI and keep everything ready with you while logging on to the website for online payment transaction. Candidate should enter the information asked for and make payment through Debit/ Credit Card/Net banking/UPI as the case may be.
  4. The last date for submission of online application form will be upto 05:00P.M.on 13.07.2023, there after there is no provision for the candidates to submit their online application form.
Scheduled Caste/Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of Tamil Nadu native are exempted from payment of the cost of the application
SECURITY DEPOSIT:-For Management Quota in Self Financing Medical Colleges –Rs.2,00,000/-
Security Deposit will be refunded to the candidates, who could not get any seat in any phase of counselling within three months after end of entire counselling process. No interest amount for security deposit will be paid to the candidates.
Security Deposit will not be refunded to the candidates, as specified in the clause 27 vii (b).
The process of transfer of security deposit to the candidates will be initiated after completion of counselling process and receipt of Complete data needed for transfer.

The following guidelines shall be followed regarding admission to Post Graduate Degree/Diploma Courses under NRI quota in Self Financing Medical Colleges 2023-2024 session.

The following guidelines shall be followed regarding admission to Post Graduate Degree/Diploma Courses under NRI quota in Self Financing Medical Colleges 2022-2023session.

  1. “Candidates should be Indian Origin settled in foreign countries. OR Candidates who were born in foreign countries and whose parents are of Indian Origin. OR Children of Indian citizen stay abroad for employment, business OR Children of Indian citizens deputed abroad by Public Sector Undertaking OR Children of the Official of the Central/State Government on deputation to abroad
  2. The candidates seeking admission to NRI Quota should have valid Indian passport
  3. Admission under Non Resident of India scheme may be made on the basis of the marks obtained in the Qualifying Examination as prescribed.
  4. The seats under NRI quota should be utilized by the bonafide NRI’s only and for their children or wards. Therefore, the NRI financially supporting the candidates should either be the parent (Father or Mother) of the candidate or legally declared as guardian of the candidate by the Court as per provisions in “The Guardians and Wards Act 1890”.

Candidates admitted under “NRI” quota should submit the following documents.

  1. NRI status of the financial supporter issued by the Indian Embassy of the respective country under their seal.
  2. Certificate of Relationship between the NRI financial supporter and the candidate issued by the competent authority and valid Indian Passport of the NRI financial supporter.
  3. NRE (Non Resident External) Bank Account Pass Book of the financial supporter.
  4. Evidence for payment of Development charges US $1000/- to the college by the NRI financial supporter (One time payment at the time of admission only)
Candidates who have cleared their MBBS Examination and completed / completing the CRMI period on or before 12.08.2023 are only eligible to apply. However the candidates should possess the Permanent Medical Council Registration Certificate of the States or of India or the provisional Registration Certificate of the Medical Council at the time of Counselling.
Candidates should possess M.B.B.S. Degree awarded by the Tamil Nadu Dr.M.G.R Medical University or any other Universities recognized by the Medical Council of India and the candidates who have qualified from other Universities , should produce ELIGIBILITY CERTIFICATE from the Tamil Nadu Dr. M.G.R. Medical University, Guindy,Chennai-600032 at the time of certificate verification.
Candidates who are completing their Diploma courses before 31.03.2023 are eligible to apply for Post Graduate Degree Courses in the same academic year of 2023-2024.

NON ELIGIBILITY:

1 (a)Candidate s who have joined Post Graduate Degree / Diploma course in any Branch and who have discontinued the course on any grounds on or after the second round counselling as per the guidelines of National Medical Commission the candidates shall be considered as discontinued and should pay the Discontinuation fee as per clause 25 (b) of the prospectus..

(b) The candidates who have downloaded allotment order for PG Degree / Diploma courses in any branch in the second round of counselling must join the courses. If not, he/she shall be considered as discontinued and should pay the discontinuation fee as per clause 25(b) of the prospectus . Admitted Candidates should note that if he/she discontinued the course after the stipulated date, at end of second counselling he/she will forfeit processing fee, security deposit and pay discontinuation fee.

2 (a) Candidates who are undergoing a Postgraduate Degree /DNB/ Equivalent /Diploma courses are not eligible to apply for any Post Graduate Degree /Diploma Courses.

(b)A candidate who is already a Diploma holder is not eligible to apply for another Diploma course, but can apply for any Post Graduate Degree Course

The Rank list will be drawn based on marks obtained in NEET PG 2023.
The Selection Committee will publish the tentative Rank List on the following official websites after completion of scrutiny of all applications received for this academicyear2023-2024 www.tnhealth.tn.gov.in / www.tnmedicalselect.org
The Government reserves its right to amend the prospectus and make any modification in this prospectus during any phase of counselling process and to implement/ adhere to any modification by DGHS/ MCC and Honorable Court of Law.

Hence candidates are advised to exercise due diligence in exercising their options and do not file unwanted options to seats in which they do not wish to pursue studies.
Registration fee for Mop-up round: Rs.1000/-
Candidates who have been allotted and not joined/resigned/ discontinued with penalty have to pay registration fee to participate in Mop-up round.
Candidates who freshly register for Mop-up round also need to pay registration Fee.
Only Candidates who have not been allotted in round 1 and 2, need not pay registration fees.
Eligibility criteria
The candidates who have not been allotted in Round I and Round II counselling
The candidates who have been allotted, but not joined in Round I & Round II of State Quota and All India Quota are eligible to participate in this counselling.
A Candidate who has not registered and not choice locked in the First round or Second round ONLINE COUNSELLING will be permitted to attend mop up rounds of ONLINE COUNSELLING.
Non Eligibility criteria
The candidates who have joined in PG Courses Round I and (or) Round II of State Counselling are not eligible to participate in Mop Up counselling.
The candidates who have joined in Round I & Round II in All India Quota/Deemed university/DNB (conducted by NBE) are not eligible to participate in Mop Up Counselling.
The candidates who have been allotted in mop up round of All India Quota/Deemed university/DNB (conducted by NBE) are not eligible to participate in Mop Up Counselling.
Stray Round conducted by Selection Committee
Registration fee for stray vacancy round: Rs.1000/-
Candidates who have been allotted and not joined/resigned/ discontinued with penalty have to pay registration fee to participate in stray round

Not Eligible Candidates:
  1. The candidates who have joined pg course in Round I Round II and Mop up round of State Counselling are not eligible to participate in Stray round of counselling
  2. The candidates who have joined in Round I & Round II in All India Quota / Deemed university/DNB (conducted by NBE) and MOP up round are not eligible to participate in stray round of counselling
  3. The candidates who have been allotted in stray round of All India Quota/Deemed university /DNB (conducted by NBE) are not eligible to participate in state stray round of counselling (as per the Gazette Notification No.MCI-18(1)/2018- Med./100818, Dated 05/08/2018 and the orders of the Supreme Court of India in W.P.(C) No. 174/2022, dated 31.03.2022).
  4. Since this is a Stray Vacancy Round, if any PG seat is allotted to the candidate according to their choice filling, they should join without fail.
NOTE :-
If the candidate discontinues the course after any round of ONLINE COUNSELLING, they will have to forfeit the tuition fee paid by them. Provided that the candidates who have discontinued their course on or after second round ONLINE COUNSELLING should pay the penalty as mentioned in the Clause 25(b) of this Prospectus.
The admissions will be closed as per the guidelines issued by the Board of Governors, in supersession of the National Medical Commission, Director General of Health Service and the Tamil Nadu Dr.M.G.R. Medical University, Guindy, Chennai–600032.
